BEFORE ME, the undersigned authority, on this data personally appeared
Lauren A. Hailahan, who. after by me first duly sworn on oath. deposes and says as
follows:
1. I am a private citizen and resident of the State of Florida above the age of majon'ty
under Florida law and am in all ways capable of making this affidavit.
2. This affidavit is based upon my persona! knowledge and on true and attached copies
of attached documents.
3. Since 1993, I have resided a! 1537 Picardy Circle in the City of Clearwater.
approximately 1.25 miles normwast of the runway at ClearwatarAirpark.
4. As an active and involved citizen, l have been involved in dozens of meetings and
discussions aboutAirpark matters over the past several decades.
5. Clearwater residents became accustomed to honest, open. and proactive:
munications under the tong leadership of former City of Cleamate; Man'ne and
Aviation Dimctor Wflléam “Bill’ Morris. Mr. Morris got activeiy immived in any
changes retative to the Airpark: he mganized and attended meetings; and he
listened and responded to neighborhood concerns. (Hallahan Affidavit Exhibit
A).
6. It is my opinion that the City of Ciearwater did not follow common methods and
generally expected practices in its actions leading up to the abrupt issuance in late
June 2022 of RFP 38-22; the subsequent Selection of a top bidder; and many other
aspem of this prams.
?. It seems that City staff acted in hasta. without adequate advance planning.
reasonable public notice, or public meetings, and potentially in violation of the intent
of Florida's Govemment—inmthe-Sunshine taw.
8. I sham the concerns of many Gbarwater Airpark neighbors who have expressed
sumn‘se over what seems to be an acfive plan to oonvar: a not-aMays-loved btfi
generaiiy respected community air park suitabie pfimarily for
private recreationai
