Examples of Open City & Public Interaction Re: Major Airpark Changes
Airport Layout Plan: 2000
April 15, 2000  Tampa Bay Times  Christina Headrick: The Clearwater Airpark is inviting residents to an
open house and aviation festival to learn more about the airport's proposed new master plan which urges the city
to expand and improve the airpark's facilities over the next 20 years.
Residents near the airport have been nervous about excessive noise and small-plane crashes.
The city wants to address neighborhood concerns as it plans for the future, says Bill Morris, the city administrator
who oversees the airpark.
The city's new plan suggests planting a better landscape buffer along Hercules and the south end of the runway,
in addition to forming an earth berm at the south edge as a new noise buffer.
About 132 aircraft call the airpark home. The city's draft plan suggests expanding the number of airplane storage
spaces at the park by 30 over the next 20 years.
The city's engineering consultants also suggested adding 800 feet to the north end of the airpark's single runway
and 200 feet of pavement at the south end.
The extra length would allow airplanes to come in higher over neighborhoods and make the runways safer, Morris
said. But it would not enable the airpark to serve bigger planes, which some residents oppose….
Airpark Wants Later Hours: 2011
May 15, 2011  Tampa Bay Times  Mike Brassfield:
Clearwater Airpark is basically a single runway surrounded by residential subdivisions.
That's why some of its neighbors aren't happy that the small airport wants to extend its runway hours to 11 p.m.
They're worried about more noise from airplanes landing later at night.
However, airport officials are trying to convince neighbors that the later hours are necessary for the city-owned
airport to stay economically viable. They're trying to lure back corporate planes and pilots who have left for Albert
Whitted Airport in St. Petersburg and other airports that have more flexible hours.
The Clearwater City Council will decide the issue Thursday night, and the council is getting an earful from people
on opposite sides of the issue. The differences of opinion were on display at a public meeting at the airport last
week. About 40 people showed up to discuss the plan and the discussion got heated at times.
They heard from four officials who run the airport: Gordon Wills, the city's airpark operations manager; Dennis
Roper, chairman of the airpark advisory board; Barbara Cooper, general manager for the contractor that runs
the airport for the city; and Bill Morris, the city's marine and aviation director…
Proposed Runway Extension & Resurfacing: 2012
Jan 31, 2012  Clearwater Patch  Jared Leone: In late 2011, the City of Clearwater embarked on a
controversial plan to lengthen the runway at Clearwater Airpark by up to 800 feet. The initial reaction by many
property owners in proximity to the Airpark was negative.
Bill Morris, director of the City’s Marine and Aviation Department, insisted on full transparency.
About 1,700 mailings were sent out to neighbors near the airpark to let them know about a public meeting, said
Bill Morris, director of the Marine and Aviation department. About 40 people showed up at the meeting, including
pilots and neighbors, to talk about the $1.8 Million plan.
Attendees at the meeting learned more about what exactly was going on – resurface the runway and taxiway and
add instrumentation to help pilots land more safely – and which would not bring larger planes to the airpark; the
runway still would be rated not to exceed 12,500 pounds.
After learning all of the facts, the extension of the runway got overwhelming support, with 73 percent of
respondents expressing approval of the plan.
