It divides Florida’s 129 public-use commercial service and general aviation (“GA”) airports into 7 geographic regions. Clearwater Airpark (CLW) is included in FDOT District 7, a five-county region in West-Central Florida. CLW is a city-owned, privately-operated GA airport. CLW does not have a control tower; its longest runway is 4,108 feet. In their research on airport best practices, plaintiffs Gagliano and McDermott reviewed public information about non-major GA airports in the West central Florida region where CLW is located. In the course of their research, they made several site visits to help validate their findings relative to the airports they reviewed. Below is a brief summary of some key findings: Albert Whitted Airport (SPG) is a city-owned and operated GA airport located about 30 minutes (by car) south of Clearwater in Pinellas County. It has limited land available for development analysis. The longest runway at SPG is 3,676 feet; SPG has a control tower. Brooksville Tampa Bay Regional Airport (BKV) is a county-owned and operated GA airport located approximately 1 hour (by car) north of Clearwater in Hernando County. The longest runway at BKV is 7,000 feet; BKV has a control tower. Inverness Airport (INF) is a county-owned and operated GA airport located about 1.5 hours (by car) NE of Clearwater in Citrus County. INF does not have a control tower; its longest runway is 5,000 feet. Peter O. Knight Airport (TPF) is a GA airport owned and operated by the Hillsborough County Aviation Authority located approximately 40 minutes by car from Clearwater in Hillsborough County. TPF does not have a control tower; its longest runway is 3,583 feet. Plant City Airport (PCM) is a GA reliever airport owned and operated by the Hillsborough County Aviation Authority located approximately 1 hour by car from Clearwater in Hillsborough County. PCM does not have a control tower; its longest runway is 3,950 feet. Tampa Executive Airport (VDF) is a GA airport owned and operated by the Hillsborough County Aviation Authority located approximately 40 minutes by car from Clearwater in Hillsborough County. VDF does not have a control tower; its longest runway is 5,000 feet. Zephyrhills Municipal Airport (ZPH) is a city-owned and operated GA airport located about 1 hour (by car) northeast of Clearwater in Pasco County. ZPH does not have a control tower and its longest runway is 5,000 feet. ZPH has a model self-serve fuel operation owned and managed by the City of Zephyrhills which is well-known by both tenants and users at CLW because of its consistently low fuel prices.
