In accordance with Section 710.1(c)(5) of 10 New York Codes, Rules and Regulations (10 NYCRR), Mount Sinai Beth Israel
(MSBI) is submitting this Service Delivery Limited Review Application that seeks approval for the conversion of five (5)
medical/surgical (M/S) beds to five (5) pediatric intensive care beds, and for the transfer of the five {5) pediatric intensive
care beds to Mount Sinai Hospital (MSH), within the established Article 28 network of the Mount Sinai Hospitals Group. Mount
Sinai Beth Israel is located at First Avenue at 16th Street, New York (New York County), New York 10003.
A separate Limited Review Application is concurrently being submitted to the State Health Department for the renovation of
space at Mount Sinai Hospital to create a six-(6)-bed Pediatric Intensive Care Unit (PICU) at MSH. All six {6) beds will be
certified as pediatric intensive care beds. Five (5) of the six (6) beds will be transferred from MSBI (the subject of this Limited
Review Application).
MSBI is currently certified for 504 M/S beds, among other certified bed classifications, for a total of 799 certified inpatient
beds. The five {5) M/S beds that will be converted to five (5) pediatric intensive care beds and transferred to Mount Sinai
Hospital are currently unstaffed but certified medical/surgical beds. Upon the implementation of this project, the Hospital will
be certified for 499 medical/surgical beds, among other certified bed classifications, for a total of 794 certified inpatient beds.
This bed complement excludes projects that are currently under review by the Department, and it excludes Applications that
are concurrently being submitted to the State Health Department.
The overall occupancy rate for the 504 certified M/S beds at MSBI in 2016 was 47 .4%, so there is sufficient capacity at MSBI
to be able to accommodate the decertification of the four ( 4) M/5 beds at MSBI (in addition to the decertification of the other
M/5 beds through the separate Applications noted above). In 2016, MSBI experienced 83,604 patient days for its 504 M/S
beds, representing an occupancy rate of 47.4%, which is a decrease from the 79.2% occupancy rate it experienced for its M/5
beds in 2012.
The Total Project Cost for this project is $500, representing solely the Application Fee for this project.
