The above-captioned matter came before the Honorable Patrick C. Diamond, Ramsey County District
Court Judge, on January 12, 2023, pursuant to Plaintiff’s motion for an order directing the DPS to transfer
title of a motor vehicle pursuant to Minn. Stat. §168A.04, §168A.08 and §168A.25. Steven R. Coon,
Esq. appeared remotely on behalf of Plaintiff Randie Laroche. The Commissioner of Public Safety
waived its appearance at the hearing and there were no other appearances. Based upon record and
proceedings herein, the Court orders as follows:
IT IS HEREBY ORDERED:
1. The Plaintiff’s Motion is hereby GRANTED.
2. The Department of Public Safety, Division of Motor Vehicle Registration, shall transfer title of
the 2011 Ford Fusion, Plate No. NMB291, VIN #3FAHPOJAOBR245962, from Plaintiff Randie
E. Laroche to Defendant Emmanuel P. Johnson, upon receipt of a certified copy of this order and
payment of any applicable fees.
3. Awarding Plaintiff her costs, including the $21.50 title transfer fee.
