Dear Court Administrator:
I represent the Minnesota Department of Public Safety, Driver and Vehicle Services
Division (“the Department”) in the above-referenced matter. The Department submits the
following response to Petitioner’s Motion.
If the Court is satisfied with the claim of transfer, and if the Court is satisfied that Mr.
Johnson was served with notice of the motion and hearing, the Department does not object to
issuing a Minnesota title into Mr. Johnson’s name effective as of the date the Court finds that the
vehicle was transferred. A vehicle owned in Minnesota must at all times be titled and registered
to a person or business with a physical address. Upon receiving a Court Order transferring the
vehicle into Mr. Johnson’s name, the Department can remove Mr. Laroche’s name from the title.
Mr. Laroche will need to complete the title application transferring ownership of the
vehicle to Mr. Johnson at a local DVS, pay any fees due (but not taxes, as taxes will be due
from the buyer), and submit a certified copy or original of the Court’s Order.
Accordingly, the Department waives any appearance at the hearing. Questions relating to
