Upon my arrival, | made contact with DFC J. Moore. She advised me on May 25th, 2021, at approximately 9:00 A.M., she and Sergeant D. White responded to the Charlotte County Jail, located at 26601 Airport Road, Punta Gorda, Charlotte County, in reference to a narcotics investigation. DFC Moore said that she met with Sergeant H. Bartolotta in her office, who reported the following information: Inmate Joseph Chance, who is a kitchen trustee, turned over a handwritten note and small rectangular item that appeared to be a piece of laminated paper with a dark outline to the housing officer. Chance further advised Sean Bowman (03/23/99) handed him the items through a food flap as Chance was picking up food trays. Bowman asked Chance to give the items to Eric Manes and Joseph Jarvis (10/12/84) and put money on Bowman's books. The letter that Joseph was passed was telling Eric Manes and Joseph Jarvis how to use the substance and ended with Bowman saying "Help me sell this shit". DFC Moore said that she conducted a presumptive test for the presence of LSD with a Reagent 7 Modified Ehrlich's test kit, which yielded a positive alert for the presence of LSD. A photograph was taken of the note, suspected LSD, and test kit results to be attached to this report. DFC Moore forwarded the suspects’ names to the Charlotte County Jail Technician, M. Wedgewood, to conduct a historical check on their activity while incarcerated at the Charlotte County jail. At this time, | made contact with LT M. Cheng, who advised that they searched Sean Bowman's cell, and inside of his mattress, they located what they believed to be more illicit drugs. Lt Cheng then turned the possible narcotics over to me. I then field-tested three small pieces of paper that were wrapped in cellophane, individually with a Reagent 7 Modified Ehrlich's test kit. All the papers wrapped in cellophane yielded positive alerts for LSD. | also field-tested a paper that appeared to match the smaller ripped portions that were located in Sean's cell. | used another Reagent 7 Modified Ehrlich's test kit, and it again yielded a positive alert for LSD. Among the items tested, | yielded four positive alerts out of the collected items from Sean's cell. | spoke with Sgt. D. White, who told me that M. Wedgewood is working on collecting jail mail from Sean, and in it, he found talks that appeared to have to do with selling the narcotics. Due to this, | did not interview Sean at this time, so | can gather all of my intelligence prior to interviewing him. | will follow up at the jail on 6/1/21. On 6/1/21, Det A. Schulte and | responded to the CCSO Jail, where we were attempting to speak with Sean Bowman about the suspected narcotics. During the interview, Sean was read his Miranda wamings, which initially he stated he understood and wished to speak with Det Schulte and me. Sean began saying that he did not know what the items were concealed inside his mattress in his cell. Sean stated that he was placed into that cell, and when he was, he never signed a cell inspection sheet, so he believes he cannot be charged with anything inside the cell.
