NATURE OF COMPLAINT:
On Tuesday, July 20", 2021 at approximately 1421 hours, your affiant, Detective
Christian Castano, and Detective Dylan Farinacci met with Confidential Informant 169,
hereby referred to as the Cl, at a prearranged location. Upon arrival, your affiant searched
the CI for weapons, narcotics, contraband, and money. None were found. Your affiant
issued the Cl $100.00 in investigative funds, which was photographed.
The CI was directed to meet with black male subject “Jay”, and purchase Crack Cocaine
from him. The CI conducted a controlled phone call in which “Jay” set the deal location
at “Four Point Food Mart” located at 3453 45" Street. The phone number that was used
to contact “Jay” was 772-501-6392. Your affiant conducted a query of the
aforementioned telephone number and revealed the number to be registered to Jeremy
Cobb with the service provider to be T-Mobile. Detective Farinacci knows Cobb through
previous Law Enforcement encounters. The Cl only knows the male as “Jay” however,
has purchased from him in the past.
The CI was outfitted with a recording device, which allowed your affiant to view the
transaction both in real time and at a later date. The recording device was checked prior
to outfitting the CI, and was determined to be operating correctly.
Detective Farinacci and your affiant drove behind the CI from the prearranged point of
contact to the food mart. Upon arrival, the CI pulled into the eastern parking lot of the
establishment while Detective Farinacci and your affiant were located a short distance
away.
The CI was approached by “Jay” via his driver’s side window. The CI provided “Jay” the
$100. In response to this, “Jay” provided the CI with the Crack Cocaine. The CI then
leaves the area.
Detective Farinacci and your affiant followed the CI back to the prearranged area of
contact and debriefed the Cl. The CI stated they made contact with “Jay” in the parking
lot of the food mart via the driver’s side window. The CI provided your affiant with the
Crack Cocaine. Your affiant also collected the video recording device from the CI. Your
affiant searched the CI and Detective Farinacci searched their vehicle for weapons,
narcotics, money and other contraband with negative results.
The seized Crack Cocaine weighed .60 grams without packaging, field tested positive,
and was submitted into evidence after being photographed.
Detective Farinacci reviewed the controlled buy video at a later date and positively
identified Jeremy Cobb as the male seen selling the narcotics. Cobb’s face is clearly
captured on video several times. At one point in the transaction, Cobb takes the recording
device from the CI and begins inspecting it. Cobb later returns the device to the CI.
Your affiant located Northside Agape Ministries Church located at 3790 45" Street, Vero
Beach, Florida 32967 via Google. A search via Google Maps revealed the
aforementioned Church to be approximately 730 feet from the location where Cobb sold
the CI the narcotics. Your affiant contacted the church via their listed phone number
(772) 567-5690 and confirmed the church regularly conducts religious services.
