On this date, a hearing was held to determine whether KENDRICK WAYNE SHELTON as the Registered
Owner was liable for violations of the “ORDER ESTABLISHING A TOLL RATE SCHEDULE AND SPEED
LIMIT FOR THE FORT BEND PARKWAY TOLL ROAD; PROHIBITING OPERATION OF A MOTOR
VEHICLE ON A COUNTY TOLL CAUSEWAY, BRIDGE, TUNNEL, TURNPIKE, HIGHWAY, OR
COMBINATION OF THOSE FACILITIES AFTER FAILURE TO PAY REQUIRED TOLL OR CHARGE;
ESTABLISHING AN ADMINISTRATIVE ADJUDICATION HEARING PROCEDURE FOR VIOLATION
OF ORDER PROHBITING OPERATION OF A MOTOR VEHICLE ON A COUNTY TOLL CAUSEWAY,
BRIDGE , TUNNEL, TURNPIKE, HIGHWAY, OR COMBINATION OF THOSE FACILITIES AFTER
FAILURE TO PAY REQUIRED TOLL OR CHARGE; ESTABLISHING POLICY RELATED TO USE OF
TOLL ROAD SYSTEM BY THE MILITARY; CONTAINING OTHER PROVISIONS RELATING TO THE
SUBJECT”, as adopted by the Fort Bend County Commissioners Court on July 27, 2004, and effective on July
27, 2004 (“Order”) and as amended.
After examining the contents of the Citation, all introduced documents, and hearing the evidence and
testimony of the parties, this Hearing Officer hereby finds:
That the Fort Bend County Toll Road Authority appeared and was represented by the law firm of Linebarger
Goggan Blair & Sampson, LLP.
That KENDRICK WAYNE SHELTON, having been properly served with Citation and the record of unpaid
tolls, charges and fees owed to the Fort Bend County Toll Road Authority:
appeared (_ ); appeared by an attorney (_ ); did not appear( x ):
That KENDRICK WAYNE SHELTON is the person designated as the registered owner by the Texas
Department of Transportation for the Motor Vehicle described above during the time period in question.
That KENDRICK WAYNE SHELTON vas given proper notice of the prohibition on using roads designated
under the Fort Bend County Toll Road Authority.
That KENDRICK WAYNE SHELTON is liable for operating, causing, or allowing another person to
operate the Motor Vehicle in violation of the Order.
The Officer finds that all unpaid tolls occurred prior to 7/8/2022.

The Officer finds that the total amount of unpaid tolls, charges, and pre-hearing collection fees is 414,25.
The Officer finds that the County Attorney’s special fund fee is $ 1.00.
The Officer finds that the hearing collection fee is $100.00.
That a Fine should be assessed against the Registered Owner of: 200 That a hearing cost is charged to the Registered
Owner in the amount of: $60.00
That the “Total Amount Due” is 774,25
It is ORDERED that the KENDRICK WAYNE SHELTON make full and timely payment to Fort Bend County
for the
Total Amount Due of 774.25.
It is FURTHER ORDERED that the Total Amount Due must be paid in full on the day of this Order unless the
Hearing Officer makes payment of the Total Amount Due on or before the day of
, 200.
It is FURTHER ORDERED that the Total Amount Due shall be paid according to the above given pay schedule by
a check, money order or cashiers’ check made payable to Fort Bend County and the check, money order or cashiers’
check and shall be delivered to:

It is FURTHER ORDERED that this Decision be filed with the Fort Bend County Clerk within three (3) working
days of the signing of this Decision. The Fort Bend County Clerk shall keep said Decision in a separate index and
file.
It is FURTHER ORDERED that upon receiving said decision, the Fort Bend County Clerk shall mail a copy of said
decision to KENDRICK WAYNE SHELTON.
It is FURTHER ORDERED that if the Total Amount Due is not paid by the 31st day from the filing of this
Decision with the Fort Bend County Clerk, or paid in keeping with the terms set out herein, whichever is later, the
Hearing Officer automatically deems a willful failure to pay unless good cause for the failure to pay is timely
presented to the Administrative Hearing Officer. Willful failure to pay will give rise to the immediate imposition of
an Additional Fine of 200, which is immediately due with the Total Amount Due.
It is FURTHER ORDERED that if the Total Amount Due is not paid by the 31st day from the filing of this
Decision with the Fort Bend County Clerk, or paid in keeping with the terms set out herein, whichever is later, the
Texas Department of Transportation will be notified and instructed to refuse registration of the subject Motor
Vehicle until such time as the Total Amount Due and all Additional Fines are paid in full.
It is FURTHER ORDERED that if the Total Amount Due is not paid by the 31st day from the filing of this
Decision with the Fort Bend County Clerk, or paid in keeping with the terms set out herein, whichever is later, Fort
Bend County is hereby authorized to place a device on the subject Motor Vehicle that prohibits movement of the
Motor Vehicle until such time as the Total Amount Due and all Additional Fines are paid in full.
