AFFIDAVIT OF CONSTRUCTIVE SERVICE
STATE OF FLORIDA
COUNTY OF LEON
BEFORE ME, the undersigned authority, personally appeared ANDREW J. POWER
who, upon being duly sworn, says that:
1 I am an attorney for the Plaintiff in this action and, as such, am duly authorized to
make this affidavit.
2. I searched the internet as part of my diligent search to locate Defendant,
ELOUISE BUFFI, if alive, and if deceased, unknown spouses, heirs, devisees, grantees,
creditors, assigns, and all other parties claiming by through, under or against her.
3 As part of the diligent search, I took the following actions: a) comprehensive search
of the internet; b) inquiry of Social Security information; c) telephone listings in the last known
locations of Defendant's residence; d) statewide search and/or statewide directory assistance search;
e) voter registration in the area where Defendant was last known to reside; f) Nationwide Masterfile
Electronically Filed Wakulla Case # 23000568CAAXMX 05/22/2023 09:21:29 AM
Death Search and/or search for Death Certificates; g) Tax Collector's records in the area where
Defendant was last known to reside; h) Tax Assessor's records in area where Defendant was last
known to reside; i) Florida DMV and/or driver's license records search; j) Department of
Corrections/Federal Prisons and/or arrest records search; k) last known employment and/or
regulatory agencies records search, and |) inquiry to determine if Defendant is in military service.
4 I ordered and reviewed a full title abstract of the public records as part of my diligent
search. An abstract would reveal possible forwarding addresses, phone numbers, property owned
by the Defendant, death certificates, declarations of domicile, mortgages, corporate records,
marriage licenses, divorce decrees, certificates of title, court orders, last wills and testaments, liens
against the Defendant, Judgments against the Defendant, and a myriad of other possible information
that might help locate a second address for the Defendant.
5 Summons was issued for Defendant, ELOUISE BUFFI, to her last known
address, and was made upon unknown heirs of Defendant.
6 However, service was unable to be perfected on Defendant, ELOUISE BUFFI,
deceased, unknown spouses, heirs, devisees, grantees, creditors, assigns, and all other
parties claiming by, through, under or against her.
7, Defendant is believed to be deceased, Furthermore, no current/previous probate
administration of record can be located for either Defendant, which would help determine the
identity and addresses of other known and/or unknown heirs or devisees.
8 Accordingly, Defendant, ELOUISE BUFFI, if alive, and if deceased, unknown
spouses, heirs, devisees, grantees, creditors, assigns, and all other parties claiming by
through, under or against her cannot be located, served, and/or are deceased.
