Strobel 20 21 I INTRODUCTION 22 The California Code of Civil Procedure and case law clearly state that only documents 23 presented at a hearing before the administrative body constitute the administrative record. There 24 are only two exceptions: (1) the hearing officer improperly excluded the documents at the 25 hearing or (2) the documents could not have been produced with reasonable diligence at the time 26 of the hearing. Neither of those exceptions apply in this case.
