A. PROGRAM OBJECTIVES
Purpose
This Proiect Site Sofety Progrom ond Trode controctor's Sofety Requirements is estoblished by
Plozo Construction Corporotion in on ottempt to exercise oll ovoiloble meons of eliminoting or
controlling hozords ond risks ossocioted with the construction of the Proiect ond thus (o) prevent
personol iniuries, (b) prevent property domoge, (c) ochieve greoter efficiency, ond (d) provide
for public sofety, heolth ond welfore. Eoch Subcontroctor sholl beor sole ond exclusive
responsibility for sofety in oll phoses of their work. Nothing contoined herein sholl relieve such
responsibility, The primory gool estoblished for the Proiect is to sofely construcl the Proiect with
'ZERO ACCIDENTS"; totolly free from lost time injuries for the muluol benefit of the worker,
environment, ond community, The sofety gools ond obiectives estoblished for the Proiecl con
only be ochieved when everyone commits to perform their tosks sofely ond efficiently. This
commitment to ochieve these gools will result in both increosed productivity ond the
"PREVENTION" of lob reloted iniuries ond illnesses
2. To ochieve the foregoing purpose, oll trode conlroctors of Plozo Construction Corporotion sholl
formulote ond odminister their own written Sitespecific Sofety ond Heolth Progroms, Hozord
Communicotion Progroms ond Substonce Abuse Progroms for work ot the proiect. At o
minimum, the trode controctor's Sofety ond Heolth qnd Hozqrd Communicotions Progroms sholl
incorporote the most stringent requirements of oll referenced reguloiory requirements ond those
of this Proiect Site Sofety Progrom, the requirements of Federol OSHA 29CFR1926 ond the
requirements oll of the principles of the Plozo Conslruction Corporotion Proiect Site Sofety
Progrom. The Proiect Site Sofery Progrom (ihe "Progrom") incorporotes the prevention of
qccidentol iniury, occupotionol illness ond property domoge. Eoch Subcontroctor sholl provide
ond mointoin o sofe hozord free work ploce for their employees, for fiellow workers ond the
generol public.
3 The Progrom sholl ensure the involvement ond octive porlicipotion of oll Proiect employees by
requiring solety ond heqlth troining which will promote recognition of unsqle octs, the exposure
of hozordous chemicols, potentiol ond octuol hozords ond tl,e immediote corrective oction io be
token. All employees sholl be constontly owqre of their responsibility to work in o sole monner.

Orders, Rules ond Regulotions, in porticulor Chopter 33 of the Administrotive
Code of the City of New York.
B. BASIC PRINCIPTES
l. All Project employees sholl comply with oli opplicoble Federol, Stote ond New York City Codes,
Lows, Orders, Rules ond Regulotions.
2. All trode controctors performing work on this Proiect sholl submit their Compony's Sofefy
Progrom, Hozord Communicotions Progrom ond Foll Proteetion Progrom in writing to lhe Site
Sofety Coordinolor prior to the siort of their work, As o minimum, the trode contrqctor's Sofety
Progrom sholl incorporote qll of the principles of the Plozq Construction Corporotion Progrom
ond sholl list the posilive steps the Subcontroctor inlends lo 'riilize for the prevention of occidents
to their employees, fellow workers, the generol public ond property of oll concerned. All Trode
coniroctors sholl ensure thot their employees know whot is contoined in ond ogree to comply
with their Compony Sofety Progrom.
3. Eoch subcontroctor sholl ensure thot their trode controctors ond suppliers, regordless of tier,
comply with the Subcontroctor's Compony Sofety Progrom qnd oll Federol, Stote ond Locol
Codes ond Rules ond Regulotions.

proteclive equipment ond weother protective geor required for the performonce of their work
ond enforce their use.
6. Subconiroctors will be monilored for complionce with the trode controctor's Sofety Progrom ond
implementotion ond opplicotion of their respeclive sofety progroms ot the work site, The
Construction Monoger ond Site Sofety Coordinotor will hove lhe outhority to stop work when
either site conditions ond/or work proctices present on imminent donger to life or heolth until
those conditions ond/or proctices ore corrected. For oll other conditions the subconlroctor will
be notified of ony non-complionce ond corrective oction required, This notice, when delivered
to the subconlroctor or their representotive ot the site of thb work, sholl be deemed sufficient
notice of non-complionce ond corrective oclion required. After receiving the notice, the
subcontroctor sholl immediotely toke correclive oction. lf the subconirqctor foils or refuses to
toke corrective oction promptly, o stop work order moy be ibsued. lf corrective meosures ore not
token immediotely no port of the time lost due to ony such stop work order sholl be mode the
subiect of o cloim for extension of time or increosed costs by ihe Subcontroctor. The
Construction Monoger or Site Sofety Coordinotor shqll not be lioble for ony domoges
experienced by the Subcontroctor due to the work stoppoge. Also, the Siie Sqfety Coordinqtor
moy recommend thot progress poyments ceose until the Subcontroctor is in full complionce with
oll opplicoble sofety ond heolth rules, slondords ond regulolions.
7. Eoch Subcontroctor sholl be held responsible for oll its lower-tier Subcontroctorrs complionce
with the project sofety requirements,

Subcontroctors ore required to discipline ond/or dismiss employees who violole the Progrom's

hove o dedicoted Sofety Coordinotor, the Proiect Superintendent will be responsible for the
duties outlined in Chopter 33 of the New York City Building Code.
2. Trode controctor's Sofety Representotives - Eoch trode conlroctor sholl oppoint o responsible
supervisory employee or competent person os its Proiect Sofety Representolive, who is
occeptoble to the owner ond construction monoger.

their Company is complying with Chapter 33 provisions, when applicable.

> Be responsible for the Plaza Construction Corporation Accident Reporting
Requirements hereunder. Provide Superintendenent's Incident Investigation
Report for all accidents (See Exhibit C).
> Review the accident summary reports to keep informed of the project
accident record and assist in appropriate action when accident trends are
unfavorable.
> Review serious accidents personally to satisfy oneself that causes are being
investigated and proper corrective action taken.
> Plan and execute so as to comply
all work with the stated objectives of this
Program and the Subcontractor's Safety Program.
> Provide and enforce the use at all times of the personal protective equipment
specified in U.S. Department of Labor "Safety and Health Regulations for
Construction"
and any applicable State and Local Codes, Laws, Orders,
Rules and Regulations such as hard hats, safety shoes, eye protection, etc.
> Take immediate action to correct unsafe practices or conditions when
discovered.
> Immediately report to the Site Safety Coordinator any unsafe conditions or
practices or violations of job security which are not within the
Subcontractor's jurisdiction.
> Review with Trade contractor's job foremen, periodically, their
responsibilities.
> Obtain, maintain and deliver to Plaza Construction Corporation copies of all
Material Safety Data Sheets for all hazardous substances delivered to the
Project and otherwise supervise Trade contractor's Hazardous
Communication Program in accordance with the Hazard Communication
Standard set forth in OSHA regulation at 29 CFR 1910.1200 and 29 CFR
1926.59 (see Part Ill, C, 4.0).
