NO. 57 RECEIVED NYSCEF: 06/29/2020 SPECIFICATIONS FOR BOILER WELDING AND REPAIRS AT VARIOUS DEVELOPMENTS LOCATED IN THE BOROUGH OF BROOKLYN I- GENERAL A. Terms and Conditions Drawings , (if any), to any of the forgoing, all of which are hereby made part of this Contract. B. The Contractor shall have in possession a Valid Certificate of Authorization for the use of the Inspectors, at the time of bid. C. The Administering Department for this Contract is the Operations Department, 23-02 49th Avenue 3rd Fl., Long Island City, NY 11101. Telephone no. (718) 707-8687. D. The Contractor shall complete the work within Two (2) Year from the commencement date The Authority will have the sole option of extending the term of this contract for an additional one (1) year. II - SCOPE OF WORK The Contractor shall provide all necessary labor, supervision, material, scaffolding and equipment to perform boiler and hot water generating tank repairs as hereinafter described. rep V of these Specifications. 1. General Welding Repair is described in Section IV (A) of these Specifications. 2. Welding Repairs in each Boiler Room, for less than twelve (12) linear inches, shall be paid for on a per inch basis according to the Unit Price for that category. Circumferential Weld Joint Repairs shall be considered on a linear inch basis. 3. Welding Repairs in each Boiler Room, starting from twelve (12) linear inches but not including thirty-six (36) linear inches, shall be paid for on a per linear inch basis according to the Unit Price for that category. The entire welding repair will be paid for in one unit price category. 4. Welding Repairs in each Boiler Room starting from three (3) linear feet and greater shall be paid for on a per foot basis according to the Unit Price for that category. All Welding Repairs where fractions of inches are involved shall be paid for to the nearest whole inch. All Welding Repairs over three (3) linear feet, where fractions of a foot are involved, shall be paid based on linear feet and fractions of a linear foot, on the per foot single rate basis. 1. Replacement of Boiler Tubes is described in Section IV (B) of these Specifications. 2. Each tube replacement shall be paid for according to the tube length and diameter on a per tube basis according to the Unit Price for that category. In the event that tubes of differing lengths or diameters are replaced, the price for each tube length and diameter shall be prorated based upon the total number of tubes of all lengths replaced. For example, if the replacement consists of replacing two (2) ten foot long by 3 inch diameter tubes and three (3) twelve foot long by 3 inch diameter tubes in a boiler room, the price for each of the ten foot long tubes shall be at the Unit Price for 4 to 6 ten foot by 3 inch diameter tubes and the price for each of the twelve foot tubes shall be at the Unit Price for 4 to 6 twelve foot by 3 inch tube. Replacement of Staybolts is described in Section IV (C) of these Specifications and shall be paid for in accordance with the applicable Unit Price. 1. Boiler Shell, Water Leg and Mud Ring Plate Replacement are described in Section IV (D) of these Specifications. Work shall be paid for on a per square foot area basis of plate material replaced, after combining all of work in any given Boiler Room. Any fraction of a square foot remaining shall be paid for as a whole square foot. 2. Provide new bottom blowdown to each new plate if required. The size and number of the bottom blowdown shall be the same as the existing. Front Fire Box Seam Replacement is described in Section IV (E) of these Specifications, and shall be paid for a per replacement basis according to the Unit Price regardless of the number of such replacements required in any Boiler Room. The foregoing sentence is qualified by the provisions of Note 9 (after the Unit Prices) of the Form of Proposal. Handhole Cover and Surrounding Plate Replacement are described in Section IV (F) of these Specifications and shall be paid for in accordance with the applicable Unit Price. Manhole Cover and Ring replacement is described in Section IV (G) of these specifications and shall be paid for on a per replacement basis in accordance with the unit Price, whether Specifications for Boiler Welding and Repairs Page 2 Confidential NYB001223 FILED: NEW YORK COUNTY CLERK 06/29/2020 06:30 PM INDEX NO. 160513/2018 NYSCEF DOC. NO. 57 RECEIVED NYSCEF: 06/29/2020 the replacement is in a Tank Room or in a Boiler Room, and irrespective of the number of replacements required. Neckpiece replacement, tube support and Strap replacement, and Deflector replacement for Hot Water generating Tanks are respectively described in Sections IV (H), IV (I) and IV (J) of these Specifications, and shall be paid for in accordance with the applicable unit Prices. NOTES*** 1. The unit p na per Boiler Room basis. The unit p shall be based upon a per replacement basis. 2. Where boiler or hot water generating tanks are not made available to the Contractor within 30 minutes after his arrival in the Boiler Room or Tank Room, the Contractor shall have the right to leave the Development after making another appointment with the Development Property Maintenance Supervisor for the required repairs, in which event the Contractor shall be entitled to the guaranteed minimum compensation for such trip. However, such minimum compensation shall only be paid where the failure to make boilers or hot water generating tanks available is in no way due to any fault of the Contractor, and where the Contractor arrives pursuant to a prearranged appointment. III. EXECUTION A. Project Management and Coordination 1. The Administering Department a. -02 49th Avenue 3rd Fl., Long Island City, NY 11101. Telephone No.: (718) 707-8687. b. Correspondence and Communication with the Department Administering this contract shall be through the Project Administrator assigned to this contract. 1) Mail All mail correspondence shall be address to - New York City Housing Authority, -02 49th Avenue 3rd Fl., Long Island City, NY 11101. Telephone No.: (718) 707-8687. c. Start of work - The Department administering this contract shall issue the Notice to Proceed, at the pre-start meeting. 2. Project Procedure and Service/Utility Interruption a. Obtain approval for the Contract Progress Schedule from the Project Administrator: and Development Property Manager or Property Maintenance Supervisor. b. Allow ingress and egress to the apartment building entrance and exits, for Authority tenants, staff, and visitors, during performance of work. Work without disruption of utility services (electric, gas, and steam services as well as water and sewer connections) to any portion of the existing building, unless Contract Administering Department. d. When an authorization to temporary shut off any utility serving the building is requested and granted the below directives shall be followed: 1) Notify NYCHA Administering Department a minimum of ten business days in advance. 2) Notify and make arrangements with the Utility Company. 3) Provide, distribute, and post notices of any service interruptions or other inconveniences to notify the tenants as required by the Contract Inspector, the Development Property Manager and Property Maintenance Supervisor. IV - DESCRIPTION OF WORK A. General Welding Repairs 1. Defective weld seams or cracks in boiler walls shall be repaired by the Contractor by flame cutting or grinding the defective area to clean, defect-free base metal. Should the gouging, cutting or grinding extend completely through the base metal, the edges both visually and with Liquid Penetrant Examination (dye-check) to assure that all existing cracks or defective material has been removed prior to welding. The extent of the repair shall be determined by the Authority. See NYCHA Contract Drawings 3- 852 and 3-853. B. Replacement of Boiler Tubes 1. The Contractor shall remove defective fire tubes and replace the same with new boiler tubes. The new boiler tubes shall be electric resistance welded carbon steel which shall conform to the latest requirements of ASME Section II, designation SA-178 Grade A or seamless carbon steel which shall conform to ASME Section II, designation SA- 192. All tubes shall carry identification markings legibly stenciled as required by the ASME Code. A copy of the Mill Test Report from the tube manufacturer shall be presented to the Authority. 2. New tubes less than four (4) inch diameter shall be twelve (12) gauge and four (4) inch diameter tubes shall be ten (10) gauge. New tubes shall be of correct diameter to properly fit in the tube sheets. The use of ferrules shall not be permitted. Ends of all new tubes shall be properly expanded and flared into place in the tube sheets without cracking or abnormal reduction in the thickness of the tube walls. New tubes shall be of correct length to allow for perfect beads, which shall be uniform in size on all tubes. C. Replacement of Staybolts 1. The Contractor shall remove defective staybolts and replace the same with solid round metal ASME SA-36 or equal welded in place on each end in accordance with NYCHA Contract Drawing 3-778. NO. 57 RECEIVED NYSCEF: 06/29/2020 exposed to products of combustion shall not exceed a maximum of 3/8 inches. The ends of the staybolts projecting beyond the internal or external stayed surfaces shall not be covered with weld metal. Replacement of staybolts shall be in accordance with the requirements of the ASME Boiler and Pressure Vessel Code and the National Board Inspection Code, latest editions. See NYCHA Contract Drawing 3-778. NOTE*** Should the replacement of staybolts necessitate the replacement of boiler shell plate, Section IV (D) of these Specifications shall become mandatory. D. Boiler Shell Water Leg and Mud Ring Replacement 1. The Contractor shall remove by flame cutting all defective areas of boiler shell, water legs, and mud rings, as designated by the Authority. The new plates shall as a minimum, be equal to the thickness of the original plate. See NYCHA Contract Drawing 3-854. The new plate shall be cut and fitand rolled if necessary to exactly match the contour of the plate segment removed. The new plate shall conform to the requirement of the ASME Boiler and Pressure Vessel Code and shall be SA 285 Grade C or equal. All staybolts within the area of the material replaced shall be removed and replaced with staybolts located and sized according to those used in the original boiler design. 2. The contractor shall provide bottom blowdown to the new plate if required. The new blowdown shall be equipped with threaded connection into the new plate, a ball valve for quick opening, and all required fittings. All valves and fittings shall be the line size and shall be the same sizes as the existing. E. Front Firebox Seams Replacement 1. Defective front firebox seams or cracks shall be repaired by the Contractor by flame cutting or grinding the defective area to clean, defect free base metal. Should the gouging, cutting or grinding extend completely through the base metal, the edges of both visually and with Liquid Penetrant Examination (dye-check) to assure that all existing cracks or defective material has been removed prior to welding. See NYCHA Contract Drawings 3-852, 3-853 and 3-855. 2. Anything less than a replacement of the entire seam may, at the discretion of the Authority, be considered as a boiler welding repair and shall be paid for accordingly. This replacement shall apply only to one-piece HRT Boilers. Should replacement of less than the entire seam cost more on the basis of the Unit Price for boiler welding repair, then the compensation payable shall be the cost of the lower priced Front Fire Box Seam Replacement. F. Handhole Covers and Plate Replacement 1. At each defective handhole area, the Contractor shall cut away, by the flame cutting process, all defective material around the opening. NO. 57 RECEIVED NYSCEF: 06/29/2020 opening shall determine the extent of the area to be replaced, but in no event shall an area of less than 8 x8 or 64 square inches be replaced at each opening. An area of one (1) square foot of plate shall be anticipated in this bid. All plate area to, and including one (1) square foot at each handhole shall be replaced with plate which as a minimum be equal in thickness paid for in accordance with the Unit Price for Water Leg Plate. 2. The Handhole Ring Replacement or Lap Joint Repair shall be per NYCHA Contract Drawing 3-856, as required by this standard and shall be ground smooth in the newly inserted plates. The new cover shall be cast iron and shall be furnished with an integral threaded, watertight stud, compete with extra heavy dog and dense fiberglass rope gasket. G. Manhole Covers and Ring Replacement 1. The Contractor shall remove the defective manhole ring along with any defective shell plate surrounding the ring. This material shall be removed by flame cutting process. The new manhole ring assembly shall be per NYCHA Contract Drawing 3-857. 2. The new covers shall be forged steel, and similar and approved equal to those manufactured by Lukens Steel. The covers shall be anchored by two (2) dogs with bolts and semi-finished nuts. The bolts shall be affixed to the plate with slotted plates welded to the covers. The covers shall be fitted with dense fiberglass rope gaskets. Hot water generating tank covers shall be fitted with ¼ thick red rubber gaskets. Each cover shall be either 11 x 15 , or 10 x 16 as applicable. H. Hot Water Generating Tank Neckpiece Replacement 1. The Contractor shall be responsible for all rigging and removal and replacement of stanchions, rails, and other encumbrances necessary to remove the tube bundle from the tank. 2. The tube bundle shall be removed from the tank without damage thereto, and the defective neckpiece shall be completely removed from the tank by the flame cutting process. 3. The new neckpiece shall be similar in design, materials and construction, and equal in size to the one removed. It shall be welded into place per NYCHA Contract Drawing 3-858. New high pressure fiber and composition gaskets shall be provided and installed between the tube sheet and steam chamber, and between the tube sheet and nozzle flange. New carbon steel bolts shall be provided and installed through the steam chamber flange, tube sheet and nozzle flange. 4. Upon completion, the Contractor shall carefully replace the tube bundle and leave all tank equipment tight, as approved by the Authority. All equipment and encumbrances removed by the Contractor shall be restored in their original condition. Hot Water Generating Tank Tube Supports and Straps Replacement 1. The Contractor shall remove the existing tube coil supports in the hot water generating tank and remove all tank lining in the area of the support ends. The Contractor shall install a new tube bundle support with a restraining strap. The tube support shall be 1½ x 1½ interior tank wall and located at such a height as to support the tube bundle in a level position. Brazing of channel to tank at each end shall be 1½ continuous at top and full arc of contact at sides. The restraining strap shall be 1/16 x1 soft copper bolted to the bronze channel with ¼ bronze bolts. 2. If the separator is in good condition, the restraining strap shall be so installed as to hold the separator perpendicular to the axis of the bundle and to prevent binding of the tubes in the separator. The separator shall be restrained at the center of the strap. After installation, the strap shall be bent over the separator on each side of the separator. The bending shall be done by hammering or other approved means. 3. If the separator is deteriorated, it shall be removed. When the separator is removed or missing, the restraining strap shall surround the entire tube bundle to prevent deformation of the tube bundle. 4. After the forgoing has been done, the area surrounding tube supports shall be relined with a ¾ layer of low soluble cement. The cement shall be of a type that permanently resists the action of corrosive water. Cement shall be premixed cement, similar or approved equal to that manufactured by Patterson- directed to Sections P107.23 and P107.11 of the Building Code of the City of New York, which prohibits use of materials that will produce toxic conditions or add taste or odor to a potable water system. 5. No cement shall be applied until surface preparation and cleaning has been inspected by the Authority. 6. In the application of new lining, there shall be no interference in any manner with pipes, openings, valves or any other accessories attached to the tanks. J. Hot Water Generating Tanks Deflector (Cold Water Inlet Baffle) Replacement 1. The Contractor shall remove the existing deflector from the tank and install a new one. The deflector shall be made of commercial bronze, 0.128 thick (No. 8 B&S Gauge) minimum, and shall be brazed to the tank shell at the original cold water inlet baffle location. Brazing to tank shall be 21 continuous. 2. Cement lining shall be removed as necessary for the installation of the deflector. The area from which lining has been removed shall be relined with new material as specified in Section IV-I. V- MISCELLANEOUS A. Except for repairs performed as extra work, all insulation that must be removed to make repairs shall be replaced with new material. NO. 57 RECEIVED NYSCEF: 06/29/2020 free of similar type to that removed and furnished to match adjacent surfaces. All removal of refractory, brickwork and its insulation for access to boiler mud rings shall be done by the Contractor at no cost to the Authority, but the replacement shall be done by the Authority. B. When preparing to weld metal into place on the boilers, joint preparation shall be in accordance with ASME Code, Section IV, for Low Pressure Heating Boiler, or the National Board Inspection Code. All welding shall be electric process with slag removed between passes and performed by qualified ASME welders, as required by the ASME Code. All welding shall be done in a workmanlike manner. C. All steel plate used for patching and insertions for handhole plates and manhole rings shall be SA 285, Grade C, or equal Boiler Plate as specified in Section II of the ASME Code. Submittal of Material Test Reports to the Authority is required for acceptance. D. Full penetration butt weld joints are preferred. Lap joint welds will be allowed where acceptable by ASME Code or Authority Standards. E. All work on hot water generating tanks must be commenced before 10:00 A.M. and completed by working continuously. No overtime will be paid by the Authority. This work shall include the reconnecting of any water, steam or condensate return lines which had to be removed to accomplish the required repair. Replacement of rails, stanchion and other structural members may be completed the next working day. Where the Authority specifically directs that neckpiece replacement be commenced later than 10:00 A.M., all work which runs into overtime shall be compensated at the overtime rate. It shall be the sket. F. All work on each boiler must run continuously through normal working hours until work is completed. In the event that boiler repairs must be made during holiday, over weekends, or at night, work shall be performed continuously until the repair is completed. G. The Contractor shall be responsible for all work necessary to afford him access to the tube sheets, with the exception of opening and closing of smoke box doors. H. Contractor Personnel shall log in at the boiler room each day they report to the Development for any work. Where access to the boiler room is impractical, they shall sign in at the office. I. The Contractor shall provide all necessary scaffolding and all safety equipment. J. All work under this Contract shall be in accordance with the latest rules and regulations of all Federal, State or City Agencies having jurisdiction. K. All work and extra work shall be in accordance with the Contract Drawings. Refer to list of the Contract Drawings which are attached to these specifications. VI - TIME FOR COMMENCEMENT AND COMPLETION Work shall commence on each order within two (2) business days, calculated from the date of each order, unless specifically ordered otherwise by the Authority. NO. 57 RECEIVED NYSCEF: 06/29/2020 than during normal working hours shall come only from either the Technical Services Department or the Emergency Services Department. Work schedules shall be arranged for work other than that performed during normal working hours, at the time of authorization. Work performed during normal working hours shall be completed as follows: A. General Boiler Welding Repair All repairs in one (1) boiler shall be completed within two (2) normal working days. If work is required on more than one (1) boiler, one (1) additional day shall be allowed per boiler on which repairs were authorized. B. Replacement of Boiler Tubes Tube replacement work shall proceed at a rate of ten (10) tubes per normal working day. C. Replacement of Staybolts Staybolt replacement work shall proceed at a rate of sixteen (16) staybolts per normal working day. In replacing staybolts, Contractor is restricted to cut, remove and replace no more than 8 staybolts on any one side of one boiler at one time. D. Boiler Shell, Water Leg and Mud Ring Plate Replacement All replacement of boiler shell, water leg and mud ring plates shall be completed within three (3) consecutive normal working days on each boiler where repairs are authorized, except replacement of shell plate over front water legs on two piece boilers. This replacement shall be completed in seven (7) normal working days on each boiler where such repair work is authorized. E. Front Firebox Seam Replacement Each front firebox seam replacement shall be completed within (2) normal working days. F. Handhole Front Cover and Plate Replacement Handhole cover and plate replacement work shall proceed at a rate of two (2) handholes per normal working day. G. Manhole Cover and Ring Replacement Each manhole cover and ring shall be replaced at a rate of one (1) per day. H. Hot Water Generating Tank Neckpiece Replacement 1. Each hot water generating tank neckpiece shall be replaced the next working day is given before noon. In the event that notice is given after noon the Contractor shall commence at the customary starting time in the morning and be completed the same Specifications for Boiler Welding and Repairs Page 9 Confidential NYB001230 FILED: NEW YORK COUNTY CLERK 06/29/2020 06:30 PM INDEX NO. 160513/2018 NYSCEF DOC. NO. 57 RECEIVED NYSCEF: 06/29/2020 day. If more than one neckpiece is required to be replaced in a Development, one (1) additional work day shall be allowed for each neckpiece to be replaced. 2. In the event that a neckpiece must be replaced over the weekend or on a Legal or Union Holiday or during time which overtime must be paid, the Contractor shall replace same work was commenced before noon of Friday, or a day preceding a Legal or Union Holiday, no extra compensation for overtime shall be paid to the Contractor. I. Hot Water Generating Tank Tube Support and Strap Replacement Tube support and strap replacement, and also deflector replacement to be performed in the same tank, shall be completed on the day it is started. Aforementioned work on tube supports, etc., shall be performed at the rate of two tanks per day. J. Replacement of Deflector (Cold Water Inlet Baffle) Contractor is referred to Section VI above for time completion of each task. NOTE Replacement of insulation may be deferred until after all work described in Section IV is completed in the Project. All insulation work required to be replaced as indicated in Section IV (A) shall be replaced within one (1) week calculated from the date of completion of the replacement work. VII - CODES A. All welding done under this Contract shall be by a method approved by the Authority, before welding is started. It shall conform as to workmanship, testing, qualifications for welding procedures and welders, and general requirements of the regulations of the Building Code Section of the New York City Administrative Code, and ASME Section IX and New York State Industrial Code Rule 4, as applicable. All welding shall be done to a Weld Procedure Specifications (WPS) pre-qualified by the Contractor to ASME Section IX of the Boiler and Pressure Vessel Code. Qualification Records shall be in the possession of the Contractor at the time of bid. They shall be delivered to the Authority within three days of the Authority request for the same. B. Repairs to boilers and pressure vessels must be performed by a Firm in possession of a valid Certificate of Authorizati National Board of Boiler and Pressure Vessel Inspectors. Such repairs may also be made by an organization in possession of valid ASME Certificate of Authorization, and appropriate ASME Code Symbol Stamps. The aforesaid certificates shall be in the possession of the Contractor at the time of bid. They shall be delivered to the Authority C. Except as indicated in Section IV (A), the Contractor shall not be responsible for any refractory or brick work on any boiler. The Contractor shall not be responsible for the draining or refilling of any boiler or hot water generating tank. B. Conducting and evaluating hydrostatic boiler tests shall be performed by the Development Staff, but tightness of work and guarantees are the responsibility of the Contractor. C. No alterations to boilers or pressure vessels shall be performed. An alteration is defined as the pressure containing capability of the boiler or pressure vessel. IX- DEBRIS REMOVAL A. The Contractor shall remove from the Authority premises and legally dispose of all debris, refuse, dirt, removed neckpieces, removed boiler plate, removed handhole and manhole covers, removed insulation, etc., and upon completion of his work shall leave the work area in a broom clean condition. If the boiler work requires more than one day, the work area room shall be conducted so as to permit normal boiler operation. B. All work disturbed or damaged during the process of any repair done under the terms of the Contract shall be restored in all respects to a condition equal to the original without additional cost to the Authority. X- CORRECTION OF DEFECTIVE WORK In the event any repair work performed by this Contractor is found to be defective within one (1) year of completion, the repair shall be redone without additional cost to the Authority, within the same period of time after notice of defect, as was allotted for the original repair. XI - PAYMENT PROCEDURE Upon completion of all authorized work, the Contractor shall submit an invoice in duplicate to the Heating Services and Operations Department located at 23-02 49th Avenue 3rd Fl., Long Island City, NY 11101.
