A pipeline of out-of-state commercial dog breeders and middlemen moves
truckloads of puppies to be sold in New York’s pet stores.
Businesses that breed dogs for sale to the “pet trade”- pet stores, auctions, or dog
brokers are generally not open to the public. United States Department of Agriculture
(USDA) inspection reports and photographs reveal the conditions inside these facilities.
BJ’s & Guys LLC (KS)— A huge puppy broker operation in Kansas that houses nearly 1,000
dogs. BJ’s has been cited by the USDA for lack of veterinary care, chewed live electric
power cords, and failing to control heat. BJ’s was given an Official Warning by the USDA
for not having any program of veterinary care for the dogs. BJ’s supplied puppies to NY
Breeders, Puppy Experience, Luxury Puppies, Selmer’s Pet Land, Sportsman’s Kennels, and
Worldwide Puppies and Kittens.
Tiffanie Kurz dba Tiffanie’s LLC (MO)— A puppy broker and breeder with federal and state
violations of animal care standards. A state inspector found that 35 puppies had died at her
facility, including several from Parvovirus, without receiving any veterinarian care. Tiffanie’s
supplied puppies to Worldwide Puppies and Kittens, Vanity Pups Boutique, Pet Resources,
Puppy City, Puppy Paradise, Tropical Pets, Northern Aquarium + Pets, Teacup Pup Corp,
Westchester Puppies and Kittens, Shake-A-Paw Hicksville Inc, Canine Corral, Selmer’s
Pet Land, Shake-A-Paw Lynbrook, Left Paw, Puppy Paws, NY Breeders, and Central Park
Puppies.
Rebecca Eiler dba Creek Side Kennel LLC (KS)— A massive dog breeding operation that
has over 500 dogs. This facility has been linked to another problematic dog breeder that
killed all 1,500 dogs when a disease outbreak prevented the sale of hundreds of puppies.
Eiler is also a co-owner of a large dog breeding facility in Nebraska that has a history of
animal welfare violations including dogs without protection from the cold and frozen water
bowls. This breeder sold puppies to Puppy Experience, Astoria Pets, Crosby Pet Center, Pet
Resources, Zoo-Rama Pets, Puppy Paradise, NYC Breeders, Puppy City, Luxury Puppies,
Northern Aquarium + Pets, Shake-A-Paw Hicksville, Shake-A-Paw Lynbrook, Groomingdalz,
Selmer’s Pet Land, Left Paw, Manhattan Puppies and Kittens, American Kennels, Puppy
Paws, and NY Breeders.

by the USDA in 2019, but the agency didn’t inspect his facility until 2021. When the USDA
finally inspected the facility, they found many animals suffering, dogs hidden from inspectors,
ongoing disease outbreaks like parvovirus and distemper, heat distress, lack of water and

USDA violations include using the same needle and syringe when giving vaccines and
medications to the dogs and puppies, risking the “spread of disease” and/or “infection,”
puppies with no identification, enclosures housing 62 dogs had a buildup of hair, feces and
grime and 10 dog entry doors had a buildup of brownish grime covering 30-50% of the
doorways. In 2021, the Troyers received two “teachable moments,” a program implemented
by the USDA that allows inspectors to document “minor” violations separately from
the official inspection report, ultimately creating an inaccurate appearance of a “clean”
inspection record. Troyer supplied puppies to Astoria Pets, Worldwide Puppies and Kittens,
Gabby Pets, Puppy Boutique, Puppy Paradise, Puppy City, NYC Breeders, Sportsman’s
Kennels, Luxury Puppies Pet Shop, Puppy Paws, and NY Breeders.
J A K S Puppies Inc. (IA)— JAKS is one of the largest puppy brokers in the country. In 2019,
JAK’s, along with another IA based business, was sued by the Iowa Attorney General for
illegally transfering hundreds of designer puppies through sham Iowa non-profit “rescues” to
out-of-state pet shops. The lawsuit accused JAK’s of misleading consumers about the true
source of the puppies and for abusing their Iowa non-profit status to circumvent state and
local laws banning the sale of “puppy mill” dogs. In 2020, Iowa dissolved JAK’s shell rescue,
Hobo K-9, and imposed a $60,000 penalty against them. In 2021, JAKS was named in
lawsuit under accusations of violating California’s ban on puppy-mill dogs with “grueling, 30-
plus hour” trips for weeks-old puppies with some not surviving the trip from IA to CA. JAK’s
remains federally licensed to broker puppies. This broker supplied puppies to Left Paw,
Luxury Puppies, Puppy Experience, Luxury Puppies Pet Shop, Puppy City, American Dog
Club, Selmer’s Pet Land, Pet Palace, Worldwide Puppies and Kittens, Tropical Pets, Central
Park Puppies, Puppy Paws, Westchester Puppies and Kittens, Central Park Puppies, Shake-
A-Paw Hicksville, Pet Resources, and Citipups.
Marilyn and James Alexander (AR)— A dog breeding facility that was cited by the USDA
for a dog with a “2-3 inch diameter gaping wound” on her neck, pictured. The breeder
claimed not to be aware of the injury. This facility now has a cancelled USDA license as of
April 2021. This breeder supplied puppies to Puppy Paradise and Vanity Pups.

including both underweight and sick dogs, rusty kennels and broken floors, limited shade
and shelter in housing, grime and rust in the feeders, dog with open ear wound, dog with
swollen mass in between toes, and expired medication. This facility has not been inspected
by the USDA since 2019. This breeder supplied puppies to Astoria Pets, Vanity Pups,
Worldwide Puppies & Kittens, Crosby Pet Center, Zoo-Rama Pets, Puppy Paradise, Northern
Aquarium + Pets, Q Puppies, Hey Pets, Teacup Pup Corp, Westchester Puppies and Kittens,
Selmer’s Pet Land, Left Paw, American Kennels, Pets Unlimited, and NY Breeders.
Lorilee Thomas dba Puppies Extraordinaire (KS)— This is a massive operation with with
nearly 700 dogs and a history of federal violations, including dogs with hair loss, dogs with
matting, eye injuries, wires poking into kennels, excessively long toenails, and evidence
of mice. This large dog broker shipped puppies to Bow Wow Babies, Hey Pets, Puppy
Experience, Puppy Paradise, and Westchester Puppies and Kittens.
Levi Graber dba Blue Ribbon Puppies (IN)— This puppy broker with over 300 dogs was
linked to a major multi-drug resistant disease outbreak by the Centers for Disease Control
(CDC), caused by contact with puppies sold at pet stores. Blue Ribbon shipped puppies to
Shake-A-Paw Lynbrook, and Left Paw.
Philip Chupp (IL)— This dog breeder has a history of federal violations including rusted
cages, lack of sanitation and dogs with matted coats. This breeder shipped puppies to
Bow Wow Babies, Crosby Pet Center, Pets Unlimited, Puppy City, Sportsman’s Kennels,
Pickapup Boutique, Q Puppies, and Puppy Experience.
Angela Smith dba Family Lane Pets (MO)— A puppy breeder with a history of federal
animal care violations, including a bulldog with an open ear wound, another bulldog with an
open neck wound, dogs with loose stool, dogs vomiting, “thick yellowish matter” in eyes,
excessively long toenails, sharp screws protruding into enclosures and puppies without any
identification. After receiving an Official Warning by the USDA to administer proper veterinary
care, Smith canceled her license. Since then, she has reapplied and is now an active
licensee. Pictured are photos from this facility. This breeder supplied puppies to NY Breeders
and NYC Breeders.

facility received a federal violation for shipping a puppy under the minimal age of 56 days
old. The inspector noted, “The ability of puppies under the minimum age of 56 days to
handle the rigors of travels is greatly hampered.” This breeder shipped puppies to Citipups,
NYC Breeders, and Arcadia Pets.
Eugene Bontrager (IA) – Eugene Bontrager is a commercial breeder with federal violations.
This breeder had a sheltered facility with 36 adults and 16 puppies and was not using
recording acquisitions or tracking animal inventory. Further, feeders had an excessive
buildup of brown colored organic material in openings where the dogs eat that was in direct
contact with their food. This breeder shipped puppies to Citipups.

Raymond Lawson (MO) – This commercial dog breeder with nearly 100 dogs has a history
of USDA violations. He has six different no-access violations meaning a federal inspector
came to the facility for an inspection and was not given access to the property. Other
violations included a limping Maltese with a reddened lesion between her toes and very high
levels of ammonia impacting 45 dogs, so high that it caused “irritation to the nose and throat
to one of the inspectors.” There were also no windows or doors opened, and no vents.
Further violations include, frozen water receptacles where the inspector noted “several of
the receptacles had lick spots where in the ice where the dogs were attempting to drink.”
When dogs were given water, they drank immediately, and some drank for “more than 20-
60 seconds.” There was a violation for a Shiba Inu shaking her head and tilting it to the right
with “very wet, heavy, and yellowish discharge” in the ear and “adhered to the hair around
the ear” with the skin appearing “reddened and inflamed.” Another violation was for standing
wastewater on the ground that was a mixture of “feces, food, green and black slimy material,
and crawling, wiggling and flying insects.” Also, there was a sharp edge on a heat lamp, the
wood floors and dog shelters had water and urine soaking into the wood and the food inside
some of the self-feeders contained several bugs. Pictured are USDA inspection photos. This

a black and tan female Yorkie was found to have extremely heavy tartar build up over
numerous teeth. The gums were starting to recede over the upper teeth. The dog was
identified by the facility attending veterinarian as having “moderate to severe tartar” in March
2020 but no treatment had been provided by the facility nearly 9 months later. Pictured are
USDA inspection photos. This breeder shipped puppies to Citipups and Puppy Boutique.
Select Puppies Inc (IA) – This is a commercial dog broker in Iowa with more than 200
puppies. This facility shares the same address as Brian Mohrfeld, who previously operated
under the name Perfect Puppies, and has been connected to many other problematic
commercial dog businesses. Brian Mohrfeld was issued a federal violation for buying
approximate 516 animals from unlicensed “hobby breeders.” The USDA issued an Official
Warning for failure to have a license while doing business as a dog dealer. This facility
supplied puppies to Puppy City, Luxury Puppies, Shake-A-Paw Hicksville, Shake-A-Paw
Lynbrook, Left Paw, American Kennels, Pup Town, Puppy Paws, and Pet Zone.

dog breeder with over 540 dogs. USDA violations include flooring that allowed the feet of
Yorkies, Pomeranians and Boston Terrier puppies to fall through, veterinarian not being
on site in more than one year and cleaning and sanitization issues. This dog breeder sold
puppies to Astoria Pets, Puppy Experience, Sportsman’s Kennels, and Puppy Boutique.
Andrew E Miller (WI) – Andrew Miller was a commercial dog broker in 2020 but now holds
a commercial dog breeder license, both with the same address in Hillsboro, Wisconsin.
There were 115 dogs at his last USDA inspection as a broker. There are no USDA inspection
records for his dog breeder license. This facility shipped dogs to Puppy Paws and Puppy
City.
Judy Koehn dba Bow Wow Mound (KS) – Judy Koehn runs a massive commercial dog
breeding facility with over 400 dogs and a long history of USDA violations. The federal
violations include an adult Pekinese that was lethargic with a buildup of loose feces at the
base of his tail and rear end, with piles of loose, reddish brown colored feces with mucous,
a dog with dental disease, matted fur tight against the dogs skin, overgrown toe nails,
dogs and at least “20 litters of puppies” without inventory records or identification, 16
litters of puppies housed in outdoor housing without veterinarian approval, accumulation
of fecal waste, food receptacles with chewed edges that are trapping dirt, adult female
poodle thin in appearance with back and side, ribs, backbone and hip bones “easily felt,”
and a Pomeranian/Japanese chin dog able to climb to top edge of a 4 foot tall enclosure
fence, balancing only on the “strands” of the panel fence risking injury. Pictured are USDA

Preferred Canines (OH) – Preferred Canines is a commercial puppy broker and breeding
operation in Ohio. This facility is run by Abe N. Miller, who has a long USDA violation history
and other violations under many of the other company names that he has operated under in
recent years. Most recently, he has operated under the names Golden Seal Canines, Holmes
for Canines, Homes for Canines, and Quail Creek Kennel. Abe N. Miller has been mentioned
as the source breeder or broker in several lawsuits including knowingly selling sick puppies.
USDA violations include knowingly purchasing animals from individuals that were required
to have a federal license but did not. This puppy broker sold hundreds of puppies to Petland
Cicero, Shake-A-Paw Lynbrook, NY Breeder, and Puppy Paradise.

Becky Busboom (NE) – This is a commercial dog broker facility that has sold sick
puppies to a Colorado pet store. According to Colorado state records, Busboom delivered
Dachshund and Golden Retriever puppies to a pet store in April of 2019. Shortly after,
puppies in the store broke out with distemper, a deadly and highly contagious disease and
the distemper was eventually traced back to the Dachshunds delivered by Busboom. By the
time the first dogs were diagnosed, the pet store had received another puppy from Busboom
who was later diagnosed with distemper and the disease had spread to other puppies in
the store. Some puppies had been sold and had exposed other dogs to the disease. Most
puppies infected with distemper do not survive, and state records indicated at least 10 dogs
were euthanized. The same month Busboom delivered sick dogs to Colorado, she also
shipped puppies to New York pet stores. Busboom also has a USDA violation that includes
giving pig medication to puppies that have loose stools. This facility supplied puppies to
NY Breeders, Shake-A-Paw Hicksville, Shake-A-Paw Lynbrook, Worldwide Puppies and
Kittens, Puppy Experience, Luxury Puppies, NYC Breeders, Selmer’s Pet Land, NY Breeders,
Westchester Puppies and Kittens, and Canine Corral.
Gina Steffensmeier dba M G Cattle Inc (IA) – A commercial dog broker with a history of
federal violations including a dog dying as a result of fighting with two of the other dogs
housed in the same enclosure, chewed walls and doors of dog houses and dogs with
severe dental and eyes issues. This broker supplied puppies to Shake-A-Paw Hicksville,
Shake-A-Paw Lynbrook, Worldwide Puppies and Kittens, NYC Breeders, Selmer’s Pet Land,
Sportsman’s Kennels, Left Paw, Bow Wow Babies, NY Breeders, and Westchester Puppies

Astoria Pets, Puppy City, Selmer’s Pet Land, Puppy Paws, Westchester Puppies and Kittens,
