OAR chapter 813, division 60, is promulgated to carry out the provisions of ORS 456.515 to 456.720, specifically 456.515 through 456.547, as they pertain to the administration by the Housing and Community Services Department (Department) of the Disabled Housing Program. These rules and the related determinations and orders of the Department constitute the Department's Disabled Housing Program. The purpose of the Program is to provide funds to finance the construction, rehabilitation and acquisition of multifamily housing for disabled persons in the State of Oregon, while providing sufficient safeguards to protect the financial interests of the state.
