Each and every map made and adopted under this division shall be certified under the hands of a majority of the members and the presiding officer and secretary and official seal, if any, of the authority adopting the same. The certificate shall set forth in full the resolution adopting the map, with the date of adoption.
In particular, it appears that the preliminary legal questions are as framed by SAFCA's motion: (1) is the 1918 Map an "Official Map" under Government Code section 66499.54?; or (2) does the 1918 Map qualify for an exemption under Government Code sections 66499.30(d) and 66412.7?; or (3) have the seven lots otherwise attained legal status by conveyance of other portions of the Natomas Elkhorn Subdivision.
