The Hon. Richard B. Campbell is a judge for the 13th Judicial Circuit Court of Virginia. He was elected to the bench by the Virginia General Assembly on March 12, 2022, filling a vacancy created by the retirement of the Hon. Phillip L. Hairston.
The 13th Judicial Circuit encompasses the City of Richmond.
Prior to his election, Campbell was a judge for the 13th Judicial District Juvenile and Domestic Relations District Court, a position to which he was named in 2007. Before that, he spent time as a deputy attorney general for the Virginia Attorney General’s Office (2000 to 2007).
Campbell earned a bachelor’s degree in history and English from the College of William & Mary in 1989. He then completed a J.D. at the University of Richmond School of Law in 1993.
After graduating from law school, Campbell began his legal career as a judicial law clerk to the Hon. Richard B. Kellam of the United States District Court for the Eastern District of Virginia. He served in that capacity until 1994, at which time he became an assistant commonwealth’s attorney for the Chesapeake Commonwealth’s Attorney’s Office.
Then, in 1998, Campbell was hired as an assistant attorney general for the Virginia Attorney General’s Office. He spent the next year in the criminal appeals section, eventually leaving to serve as a special assistant United States attorney for Project Exile with the United States Attorney’s Office for the Eastern District of Virginia.
He has taught as an adjunct professor at Appalachian School of Law, Virginia Commonwealth University, and the University of Richmond.
