Hon. Philip J. Nicolosi is an associate judge for the 17th Judicial Circuit Court of Illinois in Winnebago County. He was appointed to the bench by the circuit judges of the 17th Judicial Circuit in 2013, filling the vacancy created by the retirement of the Hon. Gary V. Pumilia (Ret.).
The 17th Judicial Circuit includes Boone and Winnebago Counties.
Prior to his appointment, Nicolosi was an attorney at Nicolosi & Associates. He first joined the firm in 1985, where he practiced alongside his late father, the Hon. Philip A. Nicolosi. His father also served as a magistrate and justice of the peace (1948 to 1964) in Winnebago County. At the firm, Nicolosi handled a general practice, including real estate, probate, and municipal law matters. He also appeared frequently in Civil and Criminal Courts.
In addition to his private practice, he served as the village attorney and prosecutor for the Village of Pecatonica (2011 to 2013); the State’s Attorney for Winnebago County (2007 to 2008); the village attorney and prosecutor for the Village of Rockton (2004 to 2013); and the city attorney and prosecutor for the City of Loves Park (1985 to 2013).
Nicolosi was also a former township trustee for Rockford Township.
He received a B.A. in business administration from Illinois Wesleyan University in 1981. Nicolosi went on to complete a J.D. at Northern Illinois University College of Law in 1985. He was admitted to practice in Illinois (1985) and the United States District Court for the Northern District of Illinois.
Nicolosi attended Boylan High School in Rockford, Illinois.
