Biography

The Hon. Penny Haas Freesemann is Chief Judge of the Chatham County Superior Court in Georgia. She was appointed to the bench by former Governor Zell Miller in 1995.

Freesemann has held assignments in the Chatham County Mental Health Court and the Veterans Treatment Court as well as the Chatham County Competency Docket.

Prior to her appointment, Freesemann sat as a judge for the Chatham County State Court, a position to which she was selected in 1993. Before that, she worked as an attorney in private practice (1978 to 1993). During her tenure in private practice, Freesemann periodically sat as a pro tem judge for the Chatham County Recorder’s Court (1987 to 1993).

Freesemann earned a bachelor’s degree in history from Emory University in 1975. She then completed a J.D. at the University of Georgia School of Law in 1978. She is admitted to practice in Georgia (1978), the Georgia Court of Appeals (1978), and the Georgia Supreme Court (1978).

Raised in Florida, Freesemann attended Choctawhatchee High School in Fort Walton Beach. She and her husband, retired United States Air Force Col. Todd A. Freesemann, have one daughter.
