Judge Marsha L. Russell: Professional Background and Legal Expertise

Biography

Hon. Marsha L. Russell is an associate judge for the Baltimore County District Court (District 8) in Maryland. She was appointed to the bench by former Governor Martin O’Malley in July 2010.


Prior to her appointment, Russell was a senior trial counsel assigned to the Identity Theft Division of the Baltimore County State’s Attorney’s Office (2005 to 2010). She first joined the office as a law clerk in 1989 and remained with the office as an assistant state’s attorney after graduating from law school. During her tenure there, Russell also held assignments in the District Court Division (1993 to 1995), the Circuit Court Division (1995 to 1997), and the Domestic Violence Division (1997 to 2005).


She received a B.S. in microbiology from Arizona State University in 1983. Russell then spent the next several years working as a laboratory technologist with Iatric Corporation (1983 to 1985) and a medical technologist with the Veteran’s Administration Medical Center (1985 to 1989) before completing a J.D. at the University of Baltimore School of Law in 1992.


She was admitted to practice in Maryland in 1992.
