Biography

The Hon. Malachy E. Mannion (Ret.) is a senior judge for the United States District Court for the Middle District of Pennsylvania. He was nominated to the bench by President Barack Obama on May 17, 2012, filling the vacancy created by the Hon. A. Richard Caputo. The United States Senate confirmed his appointment on December 21, 2012. Mannion assumed senior status on January 3, 2024.


He began his judicial career as a magistrate for the Middle District of Pennsylvania in 2001.


Prior to his appointment to the bench, Mannion served as an assistant United States attorney for the Middle District of Pennsylvania since 1997. He previously spent seven years with the office (1986 to 1993), serving as chief of the Organized Crime Drug Enforcement Task Force. His time as a federal prosecutor was punctuated with a stint in private practice in Scranton (1993 to 1997) . During that time, Mannion was a principal at Hourigan, Kluger, Spohrer & Quinn, P.C., where his practice focused on civil litigation with an emphasis on medical malpractice, negligence, and commercial litigation.


He received a bachelor’s degree in psychology from the University of Scranton in 1976. Mannion then completed a J.D. at Pace University, Elisabeth Haub School of Law, in 1979.


After graduating from law school, he began his legal career in White Plains, New York, where he worked in private practice at Bartels, Pykett & Aronwald (1979 to 1980). Mannion left the firm in 1980 to work as an assistant district attorney in Nassau County. He remained with the office for six years until relocating to Pennsylvania in 1996.


Mannion is a past president of the Middle District of Pennsylvania Chapter of the Federal Bar Association and sat as a member of the Board of Directors of the Federal Magistrate Judge Association. His other memberships include the Lackawanna County Bar Association and the Pennsylvania Bar Association.


Mannion has also served as a frequent speaker, instructor, and judge at the United States Department of Justice’s National Advocacy Center and has been active in his community as a youth sports and mock trial team coach.


Mannion was born in Montréal, Québec, Canada, and attended Scranton Preparatory School. He and his wife, Peggy, have four children.
