Biography

The Hon. Kevin M. Dougherty is an associate justice for the Pennsylvania Supreme Court. He was elected to the bench in 2015.


Dougherty began his judicial career as a judge for the Philadelphia County Court of Common Pleas, a position to which he was appointed by former Governor Tom Ridge in 2001. During his tenure there, he held assignments on the Family Division. He also served as the Administrative Judge of the Trial Division (2014 to 2015) and the Family Division (2005 to 2014) as well as the Supervising Judge of the Family Division (2003 to 2005).


Prior to his appointment, Dougherty worked as an attorney in private practice. His time in the private sector was punctuated by a stint as an Assistant District Attorney for the Philadelphia County District Attorney’s Office (1990 to 1995). He also served as a Special Master for the Philadelphia Family Court Truancy Program (1998 to 2000).


Dougherty earned a bachelor’s degree from Temple University in 1985. He then completed a J.D. at Antioch School of Law in 1987.


His memberships have included the Philadelphia Bar Association, the Pennsylvania Bar Association, the Allegheny County Bar Association, the Pennsylvania Conference of StateTrial Judges (Vice-President), and the National Council of Juvenile and Family Court Judges. He also sat on the Domestic Relation Procedural Rules Committee of the Supreme Court, the Juvenile Court Judges Commission, the Pennsylvania Children’s RoundTable, and the City of Philadelphia’s Children’s Commission of Distinguished Leaders.


He is a recipient of the Bridge Way School Community Service Award (2020), the Civic Champion for Children Award from CORA Services (2010), the Excellence in Crime Prevention - Creative Partnership Award from the Philadelphia Center City District (2010), the Dr. Martin Luther King Community Service Award from Bible Way Baptist Church (2011), and the Certificate of Appreciation Award from the Philadelphia Police Department (2009).


Dougherty was raised in South Philadelphia.


He is registered as a Democrat.
