Biography

Hon. Keith B. Quigley (Ret.) was the president judge for the Perry-Juniata County Court of Common Pleas in Pennsylvania. He was appointed to the bench by former Governor Milton Shapp in 1976. Quigley retired in 2004, after which time he served as a senior judge.


During his tenure as a senior judge, he was appointed to serve as a visiting judge of the Commonwealth Court of Pennsylvania, holding that position until he left its bench in 2017.


Prior to joining the judiciary, Quigley had worked as the Perry County District Attorney for five years beginning in 1971. Before that, he had been a private practice attorney since 1964.


He served for three years in the United States Marine Corps Reserve (1957 to 1960) before receiving a B.S. from Gettysburg College in 1961. Quigley went on to complete an LL.B. at Pennsylvania State University, Dickinson Law in 1964.


His wife, Elizabeth, also worked as an attorney.
