Biography

The Hon. Karen R. Carroll is an associate justice for the Vermont Supreme Court. She was appointed to the bench by Governor Phil Scott on March 23, 2017, filling a vacancy created by the retirement of the Hon. John Dooley.


Prior to her appointment, Carroll was a judge for the Vermont Superior Court, a position to which she was named in 2000. During her tenure there, she held assignments in the Family, Criminal, and Civil Divisions in Windham, Windsor, and Bennington Counties. She also sat as the presiding judge of the first DUI Treatment Court in Vermont.


Carroll earned a bachelor’s degree in criminal justice, English literature, and French literature from Salve Regina College in 1985. She then completed a J.D. at Vermont Law School in 1988.


After graduating from law school, Carroll began her legal career as a deputy state’s attorney with the Windham County State’s Attorney’s Office. She served in that capacity until 1994, at which time she became an assistant attorney general with the Southern Vermont Drug Task Force of the Vermont Attorney General’s Office. Carroll was cross-designated as a special assistant United States attorney for the District of Vermont, prosecuting serious drug cases in the United States District Court.


Her memberships have included the Vermont State Board of Continuing Legal Education and the Vermont Judiciary Criminal Division Oversight Committee. She has also been involved with the American Law Institute.


Born in Newport, Vermont, Carroll was raised in Proctor, Vermont, where she attended Proctor High School. Several generations of her family have worked in law enforcement, including her father, who was a member of the Vermont State Police, and her grandfather and great-grandfather, both of whom served as the Chief of Police in Burlington.


Carroll was a resident of Vernon, Vermont, at the time of her appointment. Her husband, Richard, is a partner of Phillips Dunn Shriver & Carroll, a law practice based in Brattleboro. The couple has three children.
