The Hon. John Addison Howard (Ret.) served as an associate judge for the Baltimore City Circuit Court in Maryland. Howard was appointed to the bench by former Governor Bob Ehrlich on July 20, 2006. He retired on October 2, 2016.
Howard has held assignments on the Legislative Committee and the Criminal Law & Procedure Committee of the Maryland Judicial Conference.
Prior to his appointment, Howard was an associate at Sagal, Cassin, Filbert & Quasney, a law firm he joined in 2004. Before that, he spent time as of counsel at Francomano & Karpook (1998 to 2004), a shareholder at Simmons & Fields (1992 to 1998), a partner at Cantor & Howard (1991 to 1992), and an associate at Cohen & Francomano (1990 to 1991).
Howard earned a bachelor’s degree from East Stroudsburg State College in 1968. He spent the next few years with the United States Army Artillery before completing a J.D. at the University of Maryland, Francis King Carey School of Law in 1973. He is admitted to practice in Maryland (1973), the United States Supreme Court (1973), and the United States District Court for the District of Maryland (1973).
After graduating from law school, Howard entered into private practice. He started by working as an associate in the Law Office of Joseph H. Thomas, Jr. (1973 to 1974) and the Law Office of Arrie W. Davis (1974) before becoming an associate at Fanseen & Fanseen (1974 to 1975).
Then, in 1975, Howard joined the Attorney Grievance Commission
as its first assistant bar counsel. He served in that capacity until 1980, at which time he became a litigation coordinator for the Maryland Automobile Insurance Fund.
His memberships have included the Maryland State Bar Association, the Baltimore City Bar Association, the Maryland Defense Force, and the Mount Washington Improvement Association.
Howard was born in Alexandria, Virginia. He attends St. David’s Episcopal Church in Roland Park.
