Biography

Hon. James P. Cullen (Ret.) was a judge for the Lancaster County Court of Common Pleas in Pennsylvania. He was appointed to the bench by former Governor Bob Casey in 1992 and was subsequently elected to the position the following year. At the time, he filled the vacancy created by the passing of the Hon. Louise Herr (deceased). Cullen retired in December 2019.


He received a bachelor’s degree from Franklin & Marshall College in 1971. Cullen went on to complete a J.D. at Villanova University School of Law in 1974.


Before joining the judiciary, he had worked as an assistant public defender in Lancaster County since 1980. During that same time, Cullen engaged in private practice.


His legal career also included working as a private practice attorney in Harrisburg (1977 to 1980), an attorney with the National Labor Relations Board (1975 to 1977), and a law clerk for the Hon. Thomas J. Clary with the United States District Court for the Eastern District of Pennsylvania (1974 to 1975).


Cullen was born in Philadelphia. He and his wife, MaryAnne Motter, have nine children.


He was registered as a Republican.
