The Hon. James L. Mann, Jr. (Ret.) served as an associate judge for the Baltimore City District Court in Maryland. Mann was appointed to the bench by former Governor Bob Ehrlich on February 2, 2005. He retired on February 28, 2013.
Prior to his appointment, Mann was the principal attorney in the Law Office of James L. Mann, Jr., a law firm he opened in 1991. Before that, he spent time as a partner at DiNenna, Mann & Breschi (1984 to 1990).
Mann earned a bachelor’s degree in English from Cornell University in 1966. He then completed a J.D. at the University of Maryland, Francis King Carey School of Law in 1969.
After graduating from law school, Mann entered into private practice, working as an associate at Hartwick & Tripoda. He then moved to Merriman, Crowther & Mann in 1971. During his tenure there, he started as an associate, quickly rising through the ranks to become a named partner in 1974. Then, in 1977, Mann opened his own private practice as a sole practitioner.
His memberships have included the Maryland State Bar Association. He is a recipient of the Man for All Seasons Award from the St. Thomas More Society of Baltimore (2011).
Mann attended Loyola High School. He is a permanent deacon for the Archdiocese of Baltimore.
