Biography

The Hon. Alan D. Scheinkman (Ret.) was the presiding justice of the Supreme Court of the State of New York, Appellate Division, Second Judicial Department. He was appointed to the Appellate Division by Governor Andrew Cuomo in 2018. Scheinkman retired in 2020.


At the time of his appointment to the Appellate Division, he was serving as a justice of the Westchester County Supreme Court. Scheinkman was elected to the Supreme Court bench in 2006. Over the course of his tenure on the Supreme Court, he was appointed to serve as an associate justice of the Appellate Term for the Ninth and Tenth Judicial Districts (2007 to 2009) and administrative judge of the Ninth Judicial District (2009 to 2017) by former Chief Administrative Judge Ann Pfau. Scheinkman also presided over the Commercial Division, the Matrimonial Trial Assignment Part, the Westchester County Compliance Part, and oversaw the Residential Mortgage Foreclosure Conference Part.


Scheinkman received a B.A. from George Washington University in 1972. He went on to complete a J.D. at St. John’s University School of Law in 1975


He began his legal career as a law clerk to the Hon. Matthew J. Jasen, senior associate judge of the New York State Court of Appeals in 1977. After his clerkship, Scheinkman joined Marshall, Bratter, Greene, Allison & Tucker, where he practiced as an associate for two years. He then practiced as an associate at Golenblock & Barell (1979 to 1982) before becoming associate counsel at the New York State Temporary Commission on the Recodification of the Family Court Act in 1982, though his time there was brief.


The following year, Scheinkman entered academia, teaching as an associate professor at St. John’s University, during which time he was also in solo practice at his own law firm. Then, in 1990, he became a partner Scheinkman, Fredman & Kosan. Where he practiced matrimonial and commercial litigation as well as election and municipal law for seven years. In addition to his private practice, he also served as associate minority counsel for the New York State Senate in 1997.


Scheinkman briefly left the private sector in 1998 to join the Westchester County Law Department, working as its county attorney until 2000. He ultimately returned to private practice, first joining Epstein, Becker & Green, P.C. as a partner in 2001 and then Delbello, Donnellan, Weingarten, Tataglia, Wise & Wiederkehr as a partner in 2002. Scheinkman remained with the firm until his ascension to the Supreme Court bench.


Scheinkman also taught as an adjunct professor at Rutgers University School of Law, Pace University School of Law, and St. John’s University School of Law.


Some of his memberships have included the Commercial Division Advisory Council, the Association of Supreme Court Justices Committee on Pattern Jury Instruction-Civil, the Judicial Commission on Interbranch Relations, the County Attorney’s Association for the State of New York (Second Vice President), the Judicial Hearing Officer Selection Committee for the Ninth District, the Supreme Court Library at White Pines (board of trustees), the New York State Bar Association Task Force on Administrative Adjudications (Executive Director), the New York Pattern Jury Instructions (reporter), and the New York State Bar Association Committee on Courts of Appellate Jurisdiction.


Scheinkman has authored and co-authored works on appellate practice and New York law.


After retiring from the bench, he joined NAM as an arbitrator and mediator.
