ORDER AND DECISION

GRANTING MOTION TO STAY ALL PROCEEDINGS

This matter is before the Court upon the parties’ Agreed Motion to Stay All Proceedings,
filed August 12, 2019. Upon due consideration, and for good cause shown, this Court GRANTS
the Agreed Motion and orders as follows:

(1) All further proceedings in this case are hereby stayed pending the outcome of the
Ohio Supreme Court’s decision in Youngstown City Sch. Dist. Bd. of Edn. v. State, No. 2018-
1131 (“Youngstown”). The Clerk shall designate this case as inactive until such time as the Court
receives notice as specified in (2) below.

(2) Within thirty (30) days of the Ohio Supreme Court issuing its decision in…
