                Rehearing

Dear Members of the Panel:

        UnitedHealthcare of Texas seeks leave to file a Motion for Rehearing of the
Phase I Proceedings based upon the disqualification of Elizabeth Ray. As the Panel
will recall, the Phase I hearing was hotly contested and resulted in the Panel’s
finding that the 1998 Agreement—rather than the 2020 Agreement—is the operative
agreement that controls the relationship between UnitedHealthcare of Texas and
Singleton.
