Judge Richard A. Kupferman - Professional Background & Legal Expertise

Biography

The Hon. Richard A. Kupferman is a surrogate for the Saratoga County Surrogate’s Court in the Fourth Judicial District of New York. He was elected to the seat in 2012.

He is a registered Republican.

Judge Kupferman received his bachelor’s degree from the State University of New York at Albany. He also holds a J.D. from Albany Law School.

Before his election to the bench, Kupferman had practiced as a sole practitioner in Saratoga County since 1990 and served as a part-time assistant county attorney there since 1988. He would later become a full-time first assistant county attorney for Saratoga County in 2011.

In addition to these positions, Kupferman also served as general counsel to New York State Senator Stephen Saland (2000 to 2009) and was a village attorney in Ballston Spa and a town attorney for the Town of Edinburg.

Just prior to the election, he began serving as an administrative law judge for the New York State Office of Children and Family Services.

Upon his election to the bench, Kupferman relinquished his role in these positions.
