Biography

Hon. Bertila A. Soto is a judge for the 11th Judicial Circuit Court of Florida in Miami-Dade County. She was appointed to the bench by former Governor Jeb Bush in 2002, filling the vacancy created by the passing of the Hon. Steven Levine (deceased).

During her tenure on the Circuit Court, Soto served as Chief Judge of the 11th Judicial Circuit and was an administrative judge of the Criminal Division. She has also presided in the Family and Probate Divisions. In 2013, she became the first woman to be elected to serve as the Chief Judge of the 11th Judicial Circuit. As such, Soto was tasked with acting as a liaison with the Chief Justice of the Supreme Court in all judicial administrative matters as well as overseeing the management of the circuit and county courts within the 11th Judicial Circuit. Prior to her appointment to the Circuit Court, Soto presided as a judge for the Miami-Dade County Court since 1997.

She received a B.S. in political science from Florida International University in 1986. Soto went on to complete a J.D. at the University of Miami School of Law in 1989. While in law school, she served as a law clerk at her father's law firm.

Soto began her legal career with the Miami-Dade State Attorney's Office in 1989, where she first worked as an intern before becoming an assistant state attorney that same year. During her three-year tenure there, she was assigned to the Misdemeanor Division. Soto later rejoined her father's law firm, Osvaldo N. Soto and Associates, where she practiced civil litigation until her appointment to the County Court.
