In his first amended petition for writ of mandate, George Luke alleges respondent Sonoma County Board of Supervisors (“the Board”) violated Government Code section 54954.3 of the Ralph M. Brown Act by denying him the right to comment for more than three minutes on an agenda item at the October 3, 2017 public meeting of the Board. Luke seeks declaratory relief.
