Plaintiff Kazoni, Inc. dba Kazoni Construction (“Plaintiff”) alleges that it submitted a bid on a public works construction project known as the West Building Veterans Resource Center Development Project (“Project”). On May 8, 2017, Plaintiff and Defendant Pasadena Area Community College District (“Defendant”) entered into a written agreement for the Project, which stated that Plaintiff would complete the Project in exchange for a payment of $253,174.
