ALLEGATIONS:

In this action, Plaintiff People of the State of California ex rel. South Coast Air Quality Management District (“Plaintiff”) alleges that it is tasked with regulating non-vehicular air pollution and emissions in the Counties of Los Angeles, Orange, Riverside, and San Bernardino. Plaintiff alleges that Defendants are required to comply with various Health & Safety Code provisions, but that they failed to do so and are thus subject to paying civil penalties for their noncompliance. Namely, Plaintiff alleges that Defendants used wood chipper or grinders without a valid license to operate them.
