FACTUAL / PROCEDURAL CONTEXT
Petitioner John Doe (“Petitioner”) was an undergraduate student at University of
California, Riverside (“UCR”), who was expelled from the university for allegedly participating in
fraternity hazing, dishonesty, obstructing an investigation into fraternity hazing and failing to
comply with the directions of a UCR official. In March, 2018, Student Conduct Coordinator, Andy
Schuster (“Schuster”) received reports of possible hazing activity by the Pi Alpha Phi Fraternity
(“Fraternity”), including an incident where a student pledging the Fraternity was found in the
dormitory showers in severe pain after hot sauce had been poured
