Petitioner David R. Coogan brings this Petition for Writ of Mandate. Respondents County of San Diego, et al., oppose the Petition.

Petitioner seeks document pursuant to the California Public Records Act ("CPRA"). The CPRA was enacted "for the explicit purpose of 'increasing freedom of information' by giving the public 'access to information in possession of public agencies.'" CBS, Inc. v. Block (1986) 42 Cal.3d 646, 651–52. "[A]ccess to information concerning the conduct of the people's business is a fundamental and necessary right of every person in this state." Gov.C §6250. Accordingly, "[a]ll public records are subject to disclosure unless the [CPRA] expressly provides otherwise." Weaver v. Superior Court (2014) 224 Cal.App.4th 746, 750 (citation and quotations omitted).

Because of the public interest, courts narrowly construe all CPRA exemptions. Id.; see also Cal. Const. Art. I § 3(b)(2). And government entities bear the burden of proving the information is not subject to disclo
