Tentative Decision on Petition for Writ of Mandate

Petitioner SLS Venice Holdings, LLC (“Petitioner”) petitions for a writ of mandate directing Respondent City of Los Angeles (“Respondent” or “City”) to set aside the February 20, 2019, determination of the Housing and Community Investment Department (“HCID” or “Department”) that all four units of Petitioner’s real property located at 617 Sixth Avenue, Los Angeles, CA 90291 (the “Property”) are subject to the Los Angeles Rent Stabilization Ordinance (“RSO”). Alternatively, Petitioner seeks a writ directing Respondent to provide Petitioner an administrative appeal of the February 20, 2019, determination.
