BACKGROUND

Petitioner Save Our Access – San Gabriel Mountains (“Petitioner”) commenced this action against Respondent Watershed Conservation Authority (“WCA”) on November 28, 2018. The Petition alleges in pertinent part as follows.

In 2014, President Obama designated the San Gabriel Mountains (“SGM”) as a National Monument. Each year, over 25,000 hikers depart from SGM’s parking area at the terminus of Camp Bonita Road to hike to “Bridge to Nowhere,” one of SGM’s most famous features. WCA proposes to shut down public land in the SGMs, including the trail leading to the Bridge to Nowhere, by developing a project known as the “San Gabriel River Confluence with Cattle Canyon Improvement Project,” colloquially known as the “Cattle Canyon Project” (“Project”).
