Petitioners Richard Stanger (“Stanger”) and Citizens Preserving Venice (“CPV”) petition the court for a writ of mandate directing Respondent California Coastal Commission (“Commission”) to set aside its finding of “No Substantial Issue” for the appeal of the project at 2416 Frey Avenue (the “Frey Project”). Petitioners also seek declaratory and injunctive relief requiring the Commission to cease a pattern and practice of foregoing analysis of the cumulative impacts of development projects in the Silver Triangle neighborhood of the Venice Coastal Zone.
