Background.
William Powers, Jr., William Powers, III1, and Lindsey Keyes (Petitioners) petition the Court for a writ of mandate commanding the County of San Luis Obispo (Respondent or the County) set aside the August 13, 2018 Order After Hearing (the Order) finding that certain violations existed on Petitioners’ property, and refrain from abating the alleged nuisance on the property, located at 13725 Grant Road, California Valley, in San Luis Obispo County (the Property). The violations stem from Petitioners’ alleged unlawful cultivation of cannabis on the Property.

Relevant County Ordinances.
On September 20, 2016, the County Board of Supervisors (the Board) adopted Ordinance No. 3334 (the Urgency Ordinance) under Government Code sections 25123, 15131, and 65858. (RFJN, Ex. A.) The Urgency Ordinance prohibited the cultivation of cannabis in unincorporated par
