Biography

The Hon. Vincent J. O'Neill, Jr. is a judge for the Ventura County Superior Court in California. He was originally appointed to the Municipal Court in 1992 by former governor Pete Wilson and was subsequently elevated to the Superior Court by then-governor Wilson three years later. His appointment to the Municipal Court filled the vacancy created when the Hon. Charles W. Campbell was elevated to the Superior Court.

O'Neill is a registered Republican.

He graduated with his B.A. in English from Loyola Marymount University in 1974. He went on to earn his J.D. from the University of California, Los Angeles School of Law in 1977.

After graduating from law school, O'Neill became a deputy attorney general for the California Department of Justice's Office of the Attorney General. During his two years at the A.G.'s office, O'Neill worked in the criminal division. Then, in 1979, he would leave to join the Ventura County District Attorney's Office, where he started out as a deputy district attorney in the D.A.'s Misdemeanor Unit. He quickly worked his way through the ranks, being named supervisor of the Sexual Assault Unit in 1983, and then became the chief deputy district attorney a year later. In that position, O'Neill was tasked with the responsibility of training new attorneys as well as managing the existing staff. He remained with the Ventura D.A.'s office until his appointment to the Municipal Court in 1992.

During his time on the bench, Judge O'Neill served as the presiding judge and supervising judge of the civil division and also served as the assistant presiding judge and presiding judge of the courts appellate division.

He taught as an adjunct professor at the Ventura College of Law.

He also authored a book in 1997 based on California's confessions law.

In 2011, he received the Judge of the Year Award from the Ventura County Trial Lawyers Associaton.
