The Hon. Russell L. Hom is a judge for the Sacramento County Superior Court in California. He was appointed to the bench in 2002 by former governor Gray Davis. He filled the vacancy created by the retirement of the Hon. Randolph Loncke (Ret.).
Judge Hom received his bachelor's degree from the University of California, Berkeley. He went on to earn his J.D. from the University of California, Hastings College of the Law in 1981.
After graduating from law school, Hom joined the Sacramento County District Attorney's Office as a deputy district attorney in 1981.
After three years at the D.A.'s office, Hom entered into private practice, where he served as a partner for the law firms of Cohen and Hom and later for Edson and Hom. Then, in 1996, he became a sole practitioner, where he would remain until his appointment to the bench in 2002. His areas of practice included criminal defense and the representation of litigants in personal injury cases.
Hom served on the Human Rights and Fair Housing Commission for Sacramento beginning in 1998.
He also served as the past-president of the Asian Pacific Bar Associaton of Sacramento. His other memberships include the Sacramento Bar Association, the Criminal Defense Attorneys of Sacramento, the National Asian Pacific Bar Association, and the Sacramento Bar Association.
During his time on the bench, Judge Hon has served as a member of the Court's Working Group, a subcommittee of the State Bar Diversity Pipeline Committee. He has also served on the Center of Judicial Education and Research's Criminal Curriculum Committee and as a faculty member of the B.E. Witkin Judicial College. His judicial assignments have included trials, minor's compromise, wiretap warrants, and a grand jury advisor.
He has also served as a keynote speaker at the Asian Pacific American Law Students Association's annual banquet, hosted by UC Davis School of Law.
