Biography

The Hon. Robert M. Twiss was a judge for the Sacramento County Superior Court in California. He was appointed to the bench in 2008 by former governor Arnold Schwarzenegger. He filled the vacancy created by the retirement of the Hon. Steven Rodda (Ret.).

He is a registered Democrat.

Twiss received his B.A. from the University of Massachusetts in 1970. He went on to earn his J.D. from the University of San Francisco School of Law in 1975. He would also graduate with his M.A. from Wichita State University in 1979 and his LL.M. from Georgetown University in 1981.

Prior to his appointment to the bench, Twiss had served as an assistant U.S. attorney for the U.S. Department of Justice beginning in 1987. He also served as a senior trial attorney for the U.S. Department of Treasury from 1980 to 1986, and an appellate and trial attorney for the U.S. Army JAG Corps from 1976 to 1980.
