The Hon. Raoul M. Thorbourne is a judge for the Sacramento County Superior Court in California. He was appointed to the bench in 2005 by former governor Arnold Schwarzenegger. He filled the vacancy created by the retirement of the Hon. Richard K. Park (Ret.).
He is a registered Republican.
Judge Thorbourne received his B.A. from Loyola Marymount University. He went on to earn his J.D. from Loyola Law School in 1976.
During his legal career, Thorbourne worked as an attorney for the Immigration and Naturalization Services, the National Labor Relations Board, the Department of Industrial Relations, and as a sole practitioner in private practice.
He also served as a deputy attorney general for the California Department of Justice's Office of the Attorney General.
Prior to his appointment to the bench, Thorbourne had served as a court commissioner for the Sacramento County Superior Court for eight years. At the time of his appointment, Thorbourne held the distinction of being the first commissioner to be elevated to a judicial position in Sacramento County.
His memberships have included the California Judges Association and the California Court Commissioners Association.
While on the bench, Judge Thorbourne has served as an Appellate Panel presiding judge. He also serves as a rotation judge for the civil harassment restraining order calendar.
