Biography

The Hon. Michael J. Raphael is an associate justice for the Fourth District Court of Appeal, Second Division in California. He was elevated to the Court of Appeal by former governor Jerry Brown on July 24, 2018. He filled the vacancy created by the retirement of Thomas E. Hollenhorst. He was originally appointed to the Superior Court by then-governor Brown in 2012 to succeed Charles E. Horan after he retired from the bench. The Hon. Scott R. Herin replaced Raphael on the Superior Court.

Judge Raphael is a registered Democrat.

He received his B.A. from Rice University in 1990. He went on to earn his J.D. from Yale Law School in 1993.

After graduating from law school, Raphael clerked for the Hon. Nathaniel R. Jones with the U.S. Court of Appeals for the Sixth Circuit. In 1994 he joined the law firm of Sidley Austin, LLP as an associate. He practiced with the law firm for three years before becoming an investigative counsel in 1997 for U.S. Representative Henry Waxman on the Government Reform Committee in Washington, D.C. He returned to Los Angeles in 1999 to join the U.S. Attorney's Office of the Central District of California as an assistant U.S. attorney. During his 13 years with the Department of Justice, Raphael served as the deputy chief of the Criminal Appeals Section in 2005 and was subsequently made chief in 2007. He was serving in that capacity at the time of his appointment to the Superior Court in 2012.

While in Washington D.C., Raphael taught as an adjunct professor at George Washington University School of Law. In 2005 he taught advanced appellate advocacy at the University of Southern California Gould School of Law.

During his time on the Superior Court, Judge Raphael served as a judge pro tem for the Second District Court of Appeal.
