Biography

The Hon. Jay M. Bloom is a judge for the Superior Court of San Diego County in California. He was initially appointed to the Municipal Court of San Diego by former governor George Deukmejian in 1991, filling a vacancy created by the elevation of the Hon. Allan Preckel to the Superior Court of San Diego County.

Bloom earned a B.A. from the University of California. He then received a J.D. from the University of California, Los Angeles in 1971.

He began his legal career as a deputy attorney general in the Office of the Attorney General of California. During his nineteen-year tenure there, he led the state in its efforts to execute Robert Alton Harris for the murders of two San Diego teenagers in 1979.
