Biography

The Hon. Howard L. Halm (Ret.) was a judge for the Los Angeles County Superior Court in California. He was appointed to the bench on January 22, 2009, by former governor Arnold Schwarzenegger. At the time of his appointment, he filled the vacancy created by the retirement of the Hon. Leon S. Kaplan (Ret.). Halm retired from the bench on August 15, 2018, and was succeeded by the Hon. Jill T. Feeney.

He was registered as a Democrat.

Halm received his B.A. from the University of California, Los Angeles in 1965. He went on to earn his J.D. from the University of San Diego School of Law in 1968. In 2000 Halm completed 40 hours of mediation training at the UCLA Extension Department of Business and Management.

After graduating from law school, Halm joined the California Department of Justice's Office of the Attorney General where he served as a deputy attorney general in their Tort and Condemnation Section from 1969 to 1975.

In 1975 Halm left the public sector to join the erstwhile law firm of Cummins, White, and Breidenbach as an associate. Halm would practice for the firm, which became Breidenbach, Buckley, Huchting, Halm, and Hamblet, for 25 years. He would work his way up from an associate to partner and then ultimately became a shareholder at the firm in 1978. During his time there, Halm specialized in mass toxic torts, legal malpractice, asbestos suits, and real property damage. He left the firm in 2000 to become an equity partner at the law firm of Wilson, Elser, Moskowitz, Edelman, and Dicker LLP where he was practicing at the time of his appointment to the Superior Court in 2009.

His memberships have included the California Asian American Judges Association, the National Asian Pacific American Bar Association, and the Korean American Bar Associaton of Los Angeles.

After his retirement from the bench, Halm became a neutral for ADR Services, Inc.

At the time of his retirement, Halm was looking forward to traveling and spending time with his family.
