Biography

The Hon. Herbert J. Exarhos is a judge for the Superior Court of San Diego County in California. He was initially appointed to the San Diego Municipal Court by former governor George Deukmejian in September 1983. He was then elevated to the Superior Court of San Diego County in October 1987.

Exarhos earned a B.S. from California Western University in 1962. He then continued his studies at California Western University School of Law, where he received a J.D. in 1965.

After graduating from law school, Exarhos entered the United States Army as a commissioned officer in the Judge Advocate General’s Corps. He was subsequently admitted to the United States Court of Military Appeals.

He began his civilian legal career in 1970. He first served as a deputy city attorney for the Office of the City Attorney of San Diego.

Then, in 1972, he joined Milch, Wolfsheimer & Wagner as an associate. He held this position for three years, specializing in family law. He then moved to Exarhos & Farrell, where he continued his family law practice as a partner until 1978. Exarhos then left the firm in order to start his own private practice in family law, which he supplemented with work as a counseling attorney for the Misdemeanor Arraignment Department of the San Diego Municipal Court.

Exarhos is a Vietnam veteran of the United States Army. He was awarded the Bronze Star Medal, the National Defense Medal, the Vietnam Service Medal with Four Campaign Stars, and the Republic of Vietnam Campaign Medal.

He is a member of the Patriot Guard Riders, a non-profit organization dedicated to ensuring dignity and respect at memorial services honoring fallen soldiers, first responders, and honorably discharged veterans. He is also a member of the American Legion and Veterans of Foreign Wars.
