Biography

The Hon. Gloria F. Rhynes (Ret.) was a judge for the Alameda County Superior Court in California. She was originally appointed to the Alameda Municipal Court by former governor Pete Wilson in 1996. She was subsequently elevated to the Superior Court in 1998 as a result of the court's unification. The Hon. Clifford T. Blakely, Jr. filled the vacancy created by her retirement in 2018.

Rhynes received her B.S. from California State University, Fresno in 1976. She went on to earn her J.D. from the University of California, Hastings College of the Law in 1980.

She began her legal career as a deputy district attorney with the Alameda County District Attorney's Office, where she worked for five years before entering into private practice.

At that time, she joined the Oakland law firm of Hanna, Brophy, MacLean, McAleer, and Jensen, where she practiced as a civil litigator for two years. She then became in-house counsel for Pacific Bell. In 1990, Rhynes returned to Hanna et al. where she would remain until her appointment to the Municipal Court in 1996.

Rhynes comes from a family of judges. Her first cousin, the Hon. Ancer Haggerty served as a Portland federal judge, and her brother-in-law, the Hon. Martin Jenkins served as a U.S. District Judge.

Rhynes, and her husband Darrell Jenkins, an NFL referee, were both in their early forties when they married in 1994. The childless couple would spend the next several years attempting unsuccessfully to adopt a child. Then, on Mothers Day, at the age of 48, Rhynes discovered she was pregnant. She gave birth to twins in 2002.
